Overview
This role supports the implementation of anticipatory action activities in Viet Nam, focusing on strengthening community resilience and institutionalizing a multi-level anticipatory action system.
Key Responsibilities
- Provide technical support to develop a capacity assessment tool.
- Assist in developing methodology and TOR for Baseline Capacity Assessment.
- Support preparation of the final assessment report.
- Provide logistical and technical support for a project kick-off workshop.
- Provide technical assistance for inclusion of Anticipatory Action in law revision.
- Assist in drafting contextualized technical standards for harmonized anticipatory action systems.
- Support identification of appropriate approaches for institutionalizing anticipatory action.
- Assist in reviewing and finalizing the Composite Drought Index (CDI).
- Provide technical support in identifying priority hotspot communes and defining risk mapping criteria.
- Facilitate collection and integration of hazard, exposure, and vulnerability data.
- Assist in the development of multi-hazard risk maps.
- Support review of past events and provide technical inputs for impact forecasting and information-sharing platform.
- Support delivery of capacity building on AA to local and national partners.
- Support organizing a workshop for provinces engaging in AA and early warning communication.
- Support the promotion of Early Warning Systems and Anticipatory Action.
- Assist in reviewing forecast information, trigger thresholds, and Anticipatory Action Protocols (AAPs).
- Contribute to timely implementation of anticipatory actions.
- Support monitoring of activation processes, document implementation progress, challenges, and lessons learned.
Required Experience
At least 5 years of relevant professional experience in disaster risk reduction (DRR), climate change adaptation, and/or emergency response in Viet Nam. Specific experience in Anticipatory Action (AA) is required.
Qualifications
Advanced university degree (Master’s or equivalent) in Environmental Management, Environmental Science, Climate Change, Disaster Risk Management, Agriculture, Public Policy, or a closely related field.
