Overview

This role leads the collection, consolidation, and harmonization of data across mission components to support the Office of the Chief of Staff. It ensures data quality, integrity, and governance, and develops data systems and dashboards for decision-making.


Key Responsibilities
  • Lead the collection, consolidation and harmonization of data across mission components, field offices and the Joint Mission Planning Unit (JMPU), ensuring the maintenance of a single, mission-wide data repository to support the Office of the Chief of Staff.
  • Ensure planning tools, data quality, integrity and governance by validating, structuring datasets, establishing clear definitions, metadata standards, source attribution and version control, and promoting compliance with data management policies and best practices.
  • Provide technical support to the Database Management Unit, strengthening data architecture, interoperability, accessibility and coherence across mission-wide data platforms and analytical tools.
  • Develop and maintain data systems, tools and dashboards to facilitate data visualization, analysis and dissemination, ensuring that information is accessible, user-friendly and tailored to operational and strategic decision-making needs.
  • Translate data into actionable insights senior Leadership, identifying progress, gaps, risks, bottlenecks, emerging trends and issues requiring decision or follow-up.
  • Strengthen data governance and coordination across the Mission, working closely with the Joint Coordination and Analysis Centre (JCAC), CPAS focal points, Integrated Planning Monitoring and Reporting (IPMR) working groups, components and field offices to improve data flows, address gaps in reporting, and reinforce accountability.
  • Build capacity and promote data literacy across the Mission by providing guidance, training and practical support on data collection, management, analysis and use.
  • Ensure data protection, confidentiality and ethical use of information, in line with UN policies, including appropriate handling of sensitive data and risk mitigation measures.
  • Monitor and improve data processes and performance, including identifying inefficiencies, streamlining workflows and introducing innovative approaches or technologies to enhance data management and analysis.
  • Performs other duties as required.
Required Experience

A minimum of five years of relevant, progressively responsible professional experience in, programme management and strategic planning processes, data analysis, information management, or a related area is required. Experience in data governance, quality assurance, and database management, including handling sensitive information in accordance with data protection and confidentiality standards, is required. Experience in applying advanced data analytics and emerging technologies, including artificial intelligence, to enhance data quality assurance, automate reporting processes, and support evidence-based decision-making in complex, multi-stakeholder environments is required. Experience in developing and managing data systems, dashboards or visualization tools to support decision-making is required. Experience working in multidisciplinary teams and coordinating data across multiple stakeholders or organizational units is required. Experience working in or in support of a field operation of the United Nations Common System or a comparable international organization is desirable.

Qualifications

Advanced university degree (master’s degree or equivalent) in Political Science, Management or Development or a related field is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Professional training in one or more of the following areas: planning; data science, statistics, information management is required.
