Overview
The Senior Supply & Logistics Specialist will support and manage supply and logistics emergency response activities, including planning, pipeline development, and rapid expansion of logistics services. The role also involves providing guidance to country offices and supporting emergency supply communications.
Key Responsibilities
- Support Country Offices affected by an emergency with supply and logistics response strategies, including supply and distribution planning.
- Provide expert advice in supply and logistics for emergency programming, ensuring cost-effectiveness and timeliness.
- Review procurement strategies and coordinate with Supply Division centers.
- Ensure appropriate procedures and systems for efficient supply operations.
- Liaise with Supply Division and other UNICEF offices to implement new initiatives and align with good practices.
- Ensure appropriate staffing structure for supply and logistics, manage staff, and oversee hand-overs between deployments.
- Establish clear identification of roles, responsibilities, tasks, and deadlines.
- Monitor workload and prioritization.
- Oversee planning, implementation, monitoring, and evaluation of supply chain operations, including reviewing supply documentation.
- Advise and support NGOs and UN agencies on emergency supply logistics.
- Coordinate offshore and in-country logistics with government counterparts and third-party service providers.
- Manage personnel, raw materials, and donor funds to keep performance objectives on track.
- Collaborate with programme sections to ensure supply involvement in programme design, planning, product selection, forecasting, and M&E.
- Use category management to analyze supply spend and minimize administrative work.
- Organize and implement training for emergency management strengthening.
- Plan and guide offices in implementing the humanitarian development continuum.
- Coordinate preparedness and response with country offices and Supply Division centers when not deployed.
- Establish monitoring systems and perform data analysis.
- Design and conduct training for UNICEF staff/consultants and counterparts in supply management.
- Undertake field visits to monitor supply inputs and propose actions for improving emergency preparedness and response.
- Support the identification of supply and logistics considerations in emergency preparedness and response plans.
- Contribute to the analysis of information and identification of supply and logistics considerations for early warning.
- Support the humanitarian development continuum and implementation of humanitarian review recommendations.
- Act as OIC for Chief, Emergency Coordination Centre as needed.
Required Experience
10 years of relevant work experience in supply/logistics management, four years of which should be in developing countries, and two at the management level. Extensive experience from working in an emergency setting is a requirement. Knowledge of public procurement, contracts negotiations and administration. Good analytical and negotiation skills. Understanding of how to provide logistical support and knowledge of supply chain management in emergency. Good knowledge of relevant computer applications including SAP.
Qualifications
Master or equivalent (Advanced University Degree) in Supply chain Management, Logistics Management, Business Administration, Economics, Management or a related technical field is required.
