Overview
The National Project Officer - Skills Development will support the PROSPECTS Chief Technical Advisor in specified technical areas to ensure project objectives are attained at field level, within timeframe and budget, and ensure compliance with ILO procedures.
Key Responsibilities
- Analyse economic and labour market trends to align skills development interventions with policy frameworks and employment creation potentials.
- Support effective programme implementation through input provision, output delivery, and activity planning, monitoring, and evaluation.
- Support effective management of allocated programme funds/budgets.
- Provide support to technical staff from government agencies, ILO social partners, and other key national and international partners.
- Support efforts to strengthen relationships and coordinate with technical government agencies, employers' and workers' organizations, NGOs, other development organizations, target groups, and donors.
- Provide inputs in the design and support for capacity building of selected implementing and collaborating project partners.
- Initiate and maintain partnerships with organizations working on education and training and build synergies with other skills initiatives in Sudan.
- Support the coordination of project implementation through discussions with partners, field visits, progress report development and analysis, and participation in reviews and evaluations.
- Support the design and implementation of project skills development interventions and workforce development strategies for the water sector.
- Design, coordinate, and monitor apprenticeship, work-based learning, and skills development programmes.
- Support the integration of skills development into labour-based water infrastructure rehabilitation works.
- Ensure meaningful engagement of the ILO in planning, implementation, and follow-up to the UN Sudan Interim Cooperation Framework.
- Develop information databases covering programme activities and prepare periodic and ad hoc reports.
- Identify training needs of partners and organize and deliver training workshops.
- Participate in meetings related to the project and with other UN agencies, donors, and tripartite partners.
Required Experience
At least two years’ experience in the area of skills development, project design, management and implementation. Experience working with the United Nations, relevant sector ministries- labour, TVET or other government ministries, departments and agencies, would be an added advantage, as would experience of working in crisis and refugee settings of Sudan.
Qualifications
First-level University degree (BA or equivalent) in development, social science, economics, labour, technical and vocational education, Water Engineering, Civil Engineering or a related discipline/field.
