Overview
Consultant to update the IOM Institutional Legal Identity Strategy to reflect evolving mandates, operational experience, and emerging opportunities.
Key Responsibilities
- Conduct comprehensive consultations with internal and external stakeholders.
- Map and consult key external stakeholders in legal identity.
- Undertake consultations with selected IOM Member States.
- Conduct a comprehensive review and consultation process with relevant IOM departments, divisions, and offices.
- Define clear, prioritised recommendations grounded in IOM’s comparative advantage.
- Address key developments in digital identity, artificial intelligence, and interoperability.
- Strengthen links with core migration processes, including returns.
- Clarify IOM’s role in supporting Member States.
- Facilitate and coordinate the Strategy development process.
- Consolidate and integrate feedback from stakeholders.
- Facilitate the co-development process and consolidate inputs.
- Deliver a detailed workplan and desk review.
- Deliver a draft version of the Strategy for internal feedback.
- Deliver the final version of the Strategy, including a presentation deck and validation presentation.
Required Experience
- Master's degree with five years of relevant professional experience, or University degree with seven years of relevant professional experience.
- Proven experience in developing training materials and toolkits for identity management or migration-related services.
- Experience in developing guides and manuals.
Qualifications
- Master's degree in International Relations, Identity Management, or a related field from an accredited academic institution.
