Overview

The Senior Programme Officer (ITC Team Lead, Trade for Jobs Uganda) role focuses on managing and implementing the Trade for Jobs Uganda project, leveraging trade as a driver for decent job creation and income generation.


Key Responsibilities
  • Develops, implements and evaluates assigned programmes/projects.
  • Monitors and analyzes programme/project development and implementation.
  • Reviews relevant documents and reports.
  • Identifies problems and issues to be addressed and initiates corrective actions.
  • Liaises with relevant parties and ensures follow-up actions.
  • Performs consulting assignments, including planning and facilitating workshops.
  • Assists in developing action plans for clients to manage change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Coordinates policy development, including review and analysis of issues and trends.
  • Prepares evaluations or other research activities and studies.
  • Generates survey initiatives and designs data collection tools.
  • Reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, such as draft background papers, analysis, sections of reports and studies, and inputs to publications.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc.
  • Proposes agenda topics, identifies participants, and prepares documents and presentations.
  • Initiates and coordinates outreach activities.
  • Conducts training workshops, seminars, etc.
  • Makes presentations on assigned topics/activities.
  • Leads and/or participates in large, complex field missions.
  • Provides guidance to external consultants, government officials and other parties.
  • Drafts mission summaries.
  • Coordinates activities related to budget funding.
  • Prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.
Required Experience

A minimum of seven years (nine years with a first level degree) of progressively responsible experience in project or programme management, administration or related area is required. Experience in partnership building is required. Experience in Trade Related Technical Assistance in developing countries is required.

Qualifications

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in the above subjects in combination with an additional 2 years of qualifying experience may be accepted in lieu of the advanced university degree.
