Overview
The HDP Program Support Officer ensures that Humanitarian Mine Action operations receive necessary support for safe and timely implementation and supports program scale-up.
Key Responsibilities
- Develop, maintain and update HDP procurement plans.
- Coordinate procurement requirements with relevant stakeholders.
- Prepare and raise accurate Purchase Requisitions in DRC’s ERP system.
- Maintain an up-to-date HDP procurement tracker.
- Follow up on outstanding procurement actions with Supply Chain, Finance, and field teams.
- Alert management to delays, compliance concerns, or budget issues.
- Support the development and review of technical specifications and scopes of work.
- Contribute to market assessments and supplier mapping.
- Coordinate the timely preparation of Goods Received Notes and payment-supporting documents.
- Support the Operations Manager in developing and maintaining resource plans for HDP activities.
- Match operational requirements with available personnel, vehicles, equipment, and other resources.
- Maintain an overview of equipment and resources allocated to each project, team, and location.
- Monitor consumption rates, stock balances, and expiry dates for critical HMA equipment and consumables.
- Anticipate resource gaps and initiate procurement, replenishment, or repair actions.
- Serve as the main HDP focal point for logistics and supply-chain coordination.
- Coordinate with Logistics and Warehouse teams to ensure proper storage and issuance of HDP stock.
- Conduct regular physical stock checks and reconcile discrepancies.
- Monitor the location, condition, and operational readiness of technical assets.
- Coordinate maintenance, inspection, calibration, repair, and replacement requirements.
- Ensure staff receiving equipment or consumables complete required handover documentation.
- Report any loss, damage, discrepancy, or misuse of HDP equipment.
- Support the establishment and scale-up of new teams, operational bases, and field locations.
- Participate in operational planning and procurement review meetings.
- Anticipate procurement, logistics, and resource constraints and propose solutions.
- Explore alternative sourcing, delivery, maintenance, redistribution, and resource-sharing options.
- Support coordination with other DRC offices and operational partners for resource sharing.
- Maintain professional contact with relevant suppliers and service providers.
- Undertake field visits to verify operational needs, stock conditions, and the use of procured items.
- Ensure all HDP procurement and logistics requests comply with DRC policies, donor requirements, budgets, and workplans.
- Verify correct project codes, budget lines, and donor visibility requirements are applied.
- Maintain complete, accurate, and audit-ready procurement, stock, and asset documentation.
- Provide regular procurement, logistics, stock, and resource-planning updates.
- Support project reporting with accurate information on procurement progress, equipment availability, and operational constraints.
- Perform other related duties assigned by the line manager.
Required Experience
- Minimum three years of relevant experience in programme support, procurement, logistics, supply chain or operational support, preferably within a humanitarian organisation.
- Experience preparing procurement plans, Purchase Requisitions, technical specifications and procurement trackers.
- Experience with stock management, asset tracking and operational resource planning.
- Understanding of humanitarian procurement principles, donor compliance and segregation of duties.
- Strong organisational skills and ability to manage multiple priorities and deadlines.
- Demonstrated initiative, creativity and ability to identify practical solutions in complex operational environments.
- Strong attention to detail and ability to maintain accurate, audit-ready records.
- Proficiency in Microsoft Excel, Word and Outlook.
- Experience with ERP systems, particularly DRC Dynamics, is an advantage.
- Experience supporting humanitarian mine action or other technically specialised operations is highly desirable.
- Familiarity with specialised HMA equipment, PPE, detectors or EOD tools is an advantage.
- Ability and willingness to travel regularly to field offices and operational locations.
Qualifications
- University degree or technical diploma in supply chain management, logistics, business administration, programme management or another relevant field.
- Equivalent professional qualifications and relevant experience may be accepted.
