Overview

Provide technical, policy, and programming implementation support for UNDP's global GFCR project and wider GFCR portfolio, delivering knowledge, capacity development, and solution sharing services.


Key Responsibilities
  • Contribute to strategic understanding and engagement with technical issues, institutions, and processes related to coral reefs and biodiversity finance.
  • Provide policy development support and guidance to country offices and governments.
  • Support the development of strategic UNDP policy position papers and internal briefing notes.
  • Facilitate policy analysis and the development of technical tools and guidance.
  • Maintain trusted relationships with country offices, government, and non-governmental partners.
  • Regularly update senior management on trends and issues related to coral reef finance.
  • Brief the UNDP GFCR Executive Board member.
  • Participate in and present during GFCR Executive Board meetings and Technical Working Groups.
  • Manage the day-to-day delivery of all aspects of the UNDP GFCR global project.
  • Provide technical advice to UNDP-led GFCR programmes.
  • Advise the GFCR Secretariat on policy implementation.
  • Advise country offices, governments, and other constituencies on coral reef conservation and management.
  • Assist in maintaining information systems related to UNDP’s coral reefs portfolio.
  • Facilitate the identification and sourcing of technical expertise and support.
  • Contribute to strengthening donor relationships and raising funds for UNDP’s coral reefs portfolio.
  • Represent UNDP and GFCR in relevant events.
  • Support programme and project identification and development.
  • Facilitate the preparation, design, submission, and approval of programme/project proposals.
  • Lead the implementation and updates of the GFCR REEF+ platform and programme of work.
  • Support the advancement of the global GFCR partnership with UNDP BIOFIN.
  • Support the advancement of the development of a global GFCR GEF partnership.
  • Prepare reports and communications pieces showcasing socio-economic development benefits and environment results.
  • Evaluate, capture, codify, and synthesize lessons learned.
  • Peer review and improve the technical quality of programmes and projects.
  • Support the preparation and delivery of training courses and events.
  • Respond to queries on programme and project progress, impacts, and lessons.
  • Develop and carry out a personal learning plan.
Required Experience
  • Minimum of 7 years’ experience (or 9 years with bachelor’s degree) working with developing countries in marine and coastal area conservation, management, and financing.
  • Minimum 5 years’ experience with conceptualizing and developing internationally financed projects and programmes.
  • Minimum 5 years’ experience working with/in SIDS and/or coral nations in policy development and implementation processes associated with coral reef conservation.
  • Demonstrable experience in working across different disciplines and connecting natural resource issues with the sustainable development agenda.
  • Demonstrable experience in working on conservation finance.
  • Experience working with multilateral, bilateral and/or regional environmental funds.
  • Experience in establishing and/or maintaining strategic and long-term partnerships.
  • Experience with the Global Environment Facility (GEF), Green Climate Fund (GCF) and/or GFCR is an advantage.
  • Experience in direct project management and guiding project implementation and management an advantage.
  • Working experience in an international organization is an advantage.
Qualifications
  • An advanced university degree (Master’s degree or higher) in marine science, environmental sciences, economics or business studies with a specialization in environment and development, or other closely related fields.
  • A first-level university degree (Bachelor’s degree) in the said fields with an additional two years of qualifying professional experience will be given consideration in lieu of an advanced university degree.
