Overview

The Programme Management Officer (Mine Action Operations) role involves developing, implementing, and evaluating the Mine Action programme strategy, resource mobilization, work plan, and budget. It also includes monitoring programme/project development and implementation, coordinating policy development, and generating survey initiatives.


Key Responsibilities
  • Develops, implements and evaluates the Mine Action programme strategy, resource mobilization strategy, Work Plan, and budget.
  • Monitors, evaluates and analyzes Mine Action programme/project development and implementation.
  • Reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Coordinates policy development, including the review and analysis of issues and trends.
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets data on the evolution of the Mine Action programme.
  • Organizes and prepares written outputs, e.g. Mine Action programme strategy, draft background papers, analysis, sections of reports and studies, inputs to publications.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc.
  • Initiates and coordinates outreach activities; leads the engagement with national authorities involved in Mine Action.
  • Leads and/or participates in large, complex field missions.
  • Coordinates activities related to budget funding and prepares related documents/reports.
  • Support the development and refinement of operational plans, action trackers, implementation timelines, risk matrices and other practical tools.
  • Acts as Office-In-Charge in the absence of the SMAA.
Required Experience

A minimum of seven years of experience in project or programme management, administration or related area is required. A minimum of five years of experience in programme management in the area of mine action, security sector reform, stabilization or humanitarian in a conflict or post-conflict setting is required. Experience supporting mine action operations, including one or more of the following areas, is required: land release, non-technical survey, clearance, explosive ordnance risk education, victim assistance, quality management, information management, task prioritization, tasking, operational monitoring or capacity development.

Qualifications

Advanced university degree (Master’s degree or equivalent) in business administration, management, international relations, public administration or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
