Overview
The consultant will provide technical assistance to revitalize the national mechanism for the promotion of women and strengthen the Gender Caucus of the National Assembly of Djibouti, focusing on gender governance, institutional leadership, coordination, and public accountability.
Key Responsibilities
- Conduct an in-depth institutional analysis of the national mechanism for the promotion of women.
- Evaluate mandates, structures, capacities, tools, coordination mechanisms, resources, monitoring systems, and accountability modalities related to the implementation of the National Gender Policy.
- Strengthen institutional leadership and capacities for coordination, planning, monitoring, and mobilization of the Ministry of Women.
- Develop an operational action plan for the revitalization of the women machinery.
- Strengthen the institutional and technical capacities of the Gender Caucus in gender governance, gender-sensitive budgeting, legislative analysis, parliamentary oversight, and public policy evaluation.
- Establish a functional collaboration framework between the Ministry of Women and the Gender Caucus.
- Develop a joint roadmap for the Ministry of Women and the Gender Caucus to contribute to the monitoring of the National Gender Policy commitments and results.
- Prepare a methodological note and a detailed work plan.
- Review the National Gender Policy, its implementation plans and mechanisms, institutional texts, coordination frameworks, monitoring reports, available data, and relevant national, regional, and international commitments.
- Map structures, committees, gender focal points, institutional partners, and inter-sectoral mechanisms associated with the women machinery.
- Analyze the institutional positioning, mandate, internal governance, human and technical resources, planning and monitoring tools, coordination mechanisms, and mobilization capacities of the Ministry of Women.
- Conduct a participatory analysis of the strengths, weaknesses, opportunities, and challenges of the national mechanism for the promotion of women.
- Evaluate the effectiveness of coordination with sectoral ministries, gender focal points, public institutions, civil society, technical and financial partners, and other relevant actors.
- Identify institutional, operational, budgetary, and informational bottlenecks that limit the steering and monitoring of the National Gender Policy.
- Propose a revitalization scheme clarifying the leadership, coordination, monitoring, advocacy, and accountability functions of the Ministry of Women.
- Facilitate working and coaching sessions to strengthen institutional leadership, strategic vision, inter-sectoral coordination, and change management.
- Develop practical governance and monitoring tools, including a responsibility matrix, a coordination framework, a consultation calendar, a commitment monitoring table, and performance indicators.
- Develop, with the Ministry of Women, an operational revitalization action plan aligned with the National Gender Policy.
- Initiate consultations with the Gender Caucus and the technical services of the National Assembly.
- Present preliminary conclusions of the women machinery diagnosis and identify areas of common interest with Parliament.
- Analyze existing interactions between the Ministry of Women and the Gender Caucus and identify needs for coordination, information sharing, monitoring, and institutional dialogue.
- Prepare a concept note for a functional collaboration framework between the two institutions.
- Finalize the diagnosis, capacity building, and coaching program for the Gender Caucus for September.
- Facilitate joint institutional dialogue between the Ministry of Women and the Gender Caucus on their complementary roles.
- Develop a collaboration framework specifying objectives, roles, frequency of exchanges, information transmission modalities, referral mechanisms, and monitoring responsibilities.
- Establish a practical periodic consultation mechanism.
- Develop a joint roadmap, aligned with the National Gender Policy, including priority actions for dialogue, monitoring, advocacy, parliamentary oversight, and institutional communication.
- Organize validation sessions with the Ministry of Women, the Gender Caucus, UNFPA, and relevant stakeholders.
- Finalize the revitalization action plan of the women machinery, the Ministry-Caucus collaboration framework, the joint roadmap, and technical tools.
- Produce a consolidated final report presenting analyses, results, recommendations, achievements, risks, and proposed follow-up measures.
Required Experience
- Minimum ten years of relevant international experience in gender equality, governance, institutional strengthening, or public policy evaluation.
- Proven experience supporting ministries responsible for women's rights, national mechanisms for the promotion of women (women machinery), parliaments, parliamentary caucuses, or national institutions.
- Expertise in institutional diagnosis, organizational analysis, leadership, inter-sectoral coordination, and change management.
- Experience in developing or operationalizing national gender policies, action plans, results frameworks, and monitoring-accountability mechanisms.
- Expertise in gender-sensitive budgeting, legislative analysis, parliamentary oversight, public policy evaluation, and the use of disaggregated data.
- Proven ability to design and facilitate capacity building programs, institutional coaching, and multi-stakeholder dialogues.
- Experience with the United Nations or international organizations is desirable.
Qualifications
Advanced university degree (Master's minimum) in gender, public policy, governance, political science, law, institutional development, or a related field.
