Consultant to contribute to the Public Financial Management (PFM) Global Program and PFM for Health program, focusing on country implementation of the FinHealth diagnostic and technical assistance.
Minimum of 8 years of relevant professional experience. Country experience in working on public financial management in social sectors in three or more low and/or middle-income countries including in a client-facing role. Experience in working in (or closely with) ministries of finance, budget, central bank or local government agencies. Experience with disseminating analytical information with multiple stakeholders. Extensive and current knowledge of relevant analytical tools, and technical and administrative functions. A proven track-record of leading or making substantive contributions to analytical work on public financial management relating to social sectors. Experience developing and managing a portfolio of work/work program. Ability to coordinate contributions of specialists. Strong track record in working effectively in teams. Experience in an international development or research institution/agency/firm necessary. Very good understanding of development partner, and World Bank instruments and processes. Experience in coalition building, and problem-based approaches, facilitating reform processes and working supporting reform in a flexible manner is strongly preferred.
Master’s degree in Economics, Financing and/or Public Financing and Administration or equivalent.
