Overview

Extended Term Consultant to support the World Bank Group's Communications and External Relations Vice Presidency, focusing on increasing support for and awareness of the WBG's mission and work among key stakeholders in Brussels, particularly in relation to Ukraine's reconstruction and path to EU membership.


Key Responsibilities
  • Maintain and develop strong partnerships with key interlocutors, specifically European Commission Directorates-General and services, as well as the European Investment Bank and EU Development Finance Institutions.
  • Support and help advance the EU-WBG partnership as it relates to the WBG’s knowledge and analytical work.
  • Maintain and develop strong partnerships with key Brussels-based interlocutors in the context of Ukraine's reconstruction and path to EU membership.
  • Support Ukraine's CMU in project implementation.
  • Engage with relevant partners to ensure the Brussels Office is well represented and WBG’s agenda advanced.
  • Gather intelligence and write policy briefs/papers on key issues relevant to EU-WBG cooperation.
  • Represent the WBG at meetings, events and conferences.
  • Facilitate the work of other World Bank units/staff to organize, plan, coordinate, and implement outreach activities.
  • Provide issue and logistical support on agendas of WBG strategic engagements with EU institutions and high-level missions.
  • Support effective professional relationships with key external constituencies within civil society stakeholders.
  • Monitor the European Union's external action instruments.
  • Monitor EU’s financial instruments mobilized for Ukraine.
  • Develop expertise on the EU pre-accession program for Ukraine.
  • Draft presentations, speeches, key messages and talking points, and organize briefing materials.
  • Prepare the EU Donor Country Profile; the weekly Brussels intelligence report.
  • Support/coordinate the World Bank participation to EU-led events and prepare the annual visit of World Bank EU Executive Directors to Brussels.
  • Provide logistical support in preparation of the WBG senior management engagements.
  • Plan and organize visits of (senior) Management in Brussels.
  • Support/coordinate the World Bank participation to EU-led events on Ukraine.
  • Plan, organize, and implement the Brussels Office's outreach activities.
Required Experience
  • Master’s degree with 2 years of experience or equivalent combination of education and experience in a relevant discipline (communications, journalism, international affairs, or other related fields).
  • Familiarity with World Bank procedures and operations, including trust funds and other financial instruments.
  • Proven knowledge of EU institutions, policies and financing instruments.
  • Knowledge of Ukraine's EU accession process and/or Western Balkans enlargement framework is a plus.
