Overview
Consultant to support implementation and preparation of World Bank-financed health sector activities in Bosnia and Herzegovina, focusing on financial sustainability, service delivery performance, quality of care, and resilience.
Key Responsibilities
- Provide day to day implementation support for ongoing projects, including health financing, strategic purchasing, service delivery reforms, digital health, and quality improvement.
- Contribute to implementation support missions, preparation of Aide Memoires, management updates, and follow up on agreed actions.
- Support preparation or restructuring of project documentation (Project papers, results frameworks, indicators, and progress reporting).
- Assist in monitoring results, identifying implementation bottlenecks, and proposing corrective actions.
- Contribute to design, preparation, and delivery of analytical and advisory activities.
- Support preparation of policy notes, technical briefs, diagnostic studies, and just in time analysis on health financing, pharmaceuticals, service delivery performance, provider payment mechanisms, and system efficiency.
- Compile, validate, and analyze quantitative and qualitative data from administrative sources, household surveys, and international benchmarks.
- Ensure analytical outputs are policy relevant, well structured, and aligned with ongoing reforms and lending operations.
- Support ongoing policy dialogue with Ministries of Health, Health Insurance Funds, Ministries of Finance, and other relevant institutions at state, entity, and cantonal levels.
- Assist in organizing consultations, workshops, and technical discussions with civil society, professional associations, and donor partners, as relevant.
- Contribute to communication materials, presentations, and briefing notes for senior government officials and World Bank management.
- Support knowledge sharing across BiH, Western Balkans, and ECA, drawing on regional and global experience.
- Monitor sector developments and reforms, keep teams informed of emerging risks and opportunities.
- Undertake additional tasks related to the BiH health portfolio or beyond as requested.
Required Experience
- Minimum 5 years of relevant professional experience in health systems, health financing, or service delivery reforms.
- Strong familiarity with health sector governance and financing arrangements in BiH and/or the Western Balkans is a strong advantage.
- Experience working on World Bank or other development partner–financed operations, including lending projects and trust fund–financed analytics.
- Demonstrated experience supporting policy dialogue and reform implementation in complex institutional settings.
- Strong analytical skills, including ability to work with administrative health data and financial information.
Qualifications
Master’s degree (required) in Health Economics, Public Health, Law, Health Policy, Health Financing, Medicine, or a closely related field.
