Social Protection Financing and Resource Mobilization Consultant- SSA10- WAE- Ramallah

Overview

The consultant will support the Ministry of Social Development in developing a practical and realistic fundraising plan to strengthen sustainable financing for the social protection sector in the West Bank and Gaza.

Key Responsibilities

• Review and analyze the current financing and fundraising landscape for the social protection sector.
• Assess the scale, duration, and predictability of existing funding and identify funding gaps.
• Identify and map potential funding sources and fundraising mechanisms.
• Conduct data gathering to identify priority programmes and translate these into funding needs.
• Develop a prioritized funding plan and propose approaches for engaging potential funders.
• Develop a comprehensive Fundraising Framework for the social protection sector.
• Outline key donor requirements and propose an institutional, human resource, and budget plan for fundraising.
• Organize and facilitate a consultative validation workshop and a Ministry-led Fundraising Event.
• Support MoSD in developing and submitting fund-ready proposals.
• Prepare an Inception Report and a Final Report.

Required Experience

A minimum of 10 years of progressively responsible professional experience in donor coordination, resource mobilization, fundraising strategy, or development finance. Demonstrated experience working with or supporting government ministries or public institutions on fundraising, financing strategies, or social protection programming. Proven track record in developing donor coordination frameworks, fundraising plans, or resource mobilization strategies for the social protection or related sectors. Prior experience working in the West Bank and/or Gaza or in comparable fragile and conflict-affected contexts is strongly preferred. Experience working with UN agencies, international financial institutions, or bilateral donors in a Resource mobilization or partnership capacity is strongly preferred. Experience conducting or supporting donor mapping exercises, financing landscape analyses, and stakeholder consultations.

Qualifications

Advanced university degree (Master's level or equivalent) in economics, public policy, international development, social policy, or a related field. A first-level degree with substantial additional relevant experience may be considered.
