The consultant will support the Ministry of Social Development in developing a practical and realistic fundraising plan to strengthen sustainable financing for the social protection sector in the West Bank and Gaza.
A minimum of 10 years of progressively responsible professional experience in donor coordination, resource mobilization, fundraising strategy, or development finance. Demonstrated experience working with or supporting government ministries or public institutions on fundraising, financing strategies, or social protection programming. Proven track record in developing donor coordination frameworks, fundraising plans, or resource mobilization strategies for the social protection or related sectors. Prior experience working in the West Bank and/or Gaza or in comparable fragile and conflict-affected contexts is strongly preferred. Experience working with UN agencies, international financial institutions, or bilateral donors in a Resource mobilization or partnership capacity is strongly preferred. Experience conducting or supporting donor mapping exercises, financing landscape analyses, and stakeholder consultations.
Advanced university degree (Master's level or equivalent) in economics, public policy, international development, social policy, or a related field. A first-level degree with substantial additional relevant experience may be considered.
