Overview
Support the effective delivery of Defence Capacity Building (DCB) in Jordan and Bosnia and Herzegovina. Act as a focal point for DCB implementation and a conduit between NATO Headquarters, partner country authorities, and other stakeholders.
Tasks Summary
- Support the effective delivery of DCB in Amman/Jordan.
- Act as the primary point of contact on DCB in the partner country.
- Provide NATO with an understanding of the current situation and recommendations regarding security and defence needs.
- Advise relevant local defence and security institutions on behalf of NATO.
- Manage the implementation of the DCB package in the partner country.
- Identify requirements and support potential future updates of the DCB package.
- Support the development and implementation of projects and activities.
- Oversee and coordinate the work of DCB Core Team members, experts, Implementing/Executing agents, NATO bodies and nations.
- Monitor progress and provide reports and recommendations.
- Manage DCB Voluntary National Contributions (VNC) staff and Locally Engaged Staff (LES) in Amman (if established and once recruited).
- Deputise for the Head of Office during his/her absence.
Experience Requirements
- At least 5 years’ national or international experience in the field of defence and security.
- Solid experience in programme and/or project management.
- Experience in managing people and leading teams.
- Very good understanding of institution and capacity building processes.
- Considerable knowledge and experience with defence policy issues, transformation and reform of the defence and security sector, and defence/force planning.
- Experience in working with a wide range of stakeholders in diverse environments.
- Knowledge and experience of the NATO organisation, policies and procedures (desirable).
- Knowledge and experience in security- or defence-related cooperation with the DCB partner country, or other relevant experience in assistance/cooperation programmes (desirable).
- Knowledge and experience in capability assessment and all aspects of capability development (desirable).
Qualification Requirements
• University degree from an institute of recognised standing, preferably in defence-related disciplines, or another relevant discipline; or have attended a NATO or national military staff college or equivalent.
