Overview
Provide high-level technical expertise to develop a comprehensive, integrated community-based child protection mechanisms model in Papua New Guinea. The consultant will work closely with UNICEF PNG, the National Office of Child and Family Services (NOCFS), provincial child protection officers, and implementing partners.
Tasks Summary
- Design and operationalize a community-based child protection mechanisms model integrating P4CD, Child Friendly Spaces, girls' empowerment programme, and referral pathways
- Identify, define the role of, and build capacity of community-level child protection focal points (child defenders)
- Develop practical toolkits, training packages, and monitoring systems
- Ensure strategy is embedded in national and provincial child protection policies and plans
- Provide technical support to implementing partners for P4CD programme delivery
- Conduct desk review and field assessments
- Develop Standard Operating Procedures (SOPs)
- Create training packages and conduct Training of Trainers (ToT)
- Map existing child protection services and develop referral pathways
- Facilitate coordination meetings and develop advocacy materials
Experience Requirements
- Experience in developing community-based child protection mechanisms
- Experience in integrating P4CD, Child Friendly Spaces, and girls' empowerment programmes
- Experience in identifying and building capacity of community-level focal points
- Experience in developing toolkits, training packages, and monitoring systems
- Experience in child protection policies and strategies
- Experience in working with government agencies and implementing partners
