Overview

The Finance Manager will oversee all financial functions in Rakhine state, ensuring effective and timely execution of planning, analysis, accounting, payments, budgeting, and financial reporting in adherence to DRC's Internal Controls and support.


Tasks Summary
  • Establish and maintain internal financial procedures compatible with country law, DRC's Operations Handbook, and donor requirements
  • Ensure proper financial procedures are adhered to at field offices
  • Lead month-end accounting cycle including bank and cash reconciliations
  • Maintain timely and accurate accounting records
  • Manage day-to-day accounting functions
  • Ensure timely payments to suppliers and authorization as per Area IDRA
  • Ensure adherence to donor rules for financial transactions
  • File and archive financial documents systematically
  • Ensure controlled and smooth cash flow management
  • Work with and support Budget Holders in budget preparations, revisions, and monitoring
  • Track accounts payables, advances, liquidations, and prepayments
  • Act as focal person for budget development for new and revised proposals
  • Coordinate with grant unit on budget templates and timelines
  • Assist in conducting budget follow-ups and monitor grant spending plans
  • Liaise with Program Managers for regular budget monitoring
  • Act as focal person for FO donor reporting and internal reporting to CO
  • Assist in reviewing monthly BFUs/FFU
  • Act as focal person for developing and updating Master budget
  • Support supply chain team in budget development and monitoring
  • Support CO in development and implementation of shared cost allocation tools
  • Ensure compliance with country statutory laws, DRC operational handbook, SoPs, and donor guidelines
  • Train support services and program teams on donor compliance rules and monitor compliance
  • Act as focal person for financial reviews
  • Coordinate with CO over audit findings and develop post-audit improvement plans
  • Act as audit focal person for internal and external audits
  • Develop audit register and track audit findings
  • Lead and manage the finance team
  • Implement, improve, and maintain financial management policies, systems, structures, and procedures
  • Provide technical support to field offices-based finance staff
  • Proactively identify and act upon deficiencies and areas for improvement for the finance team
  • Conduct on-job training for Budget Holders
  • Create a sustainable work environment
  • Act as heavy user for DRC Dynamics (ERP) System and train other finance staff
  • Periodically organize or coordinate workshops/trainings on finance matters
  • Develop work plan for finance team
  • Review and revise Job descriptions of finance team and perform performance reviews

Experience Requirements
  • Experience in financial functions within Rakhine state
  • Experience in moderate planning, analysis, accounting, payments & payroll, budgeting, financial reporting, grant financial management, and day-to-day tasks
  • Experience ensuring compliance
  • Experience in establishing and maintaining internal financial procedures
  • Experience in ensuring proper financial procedures are adhered to at field offices
  • Experience leading month-end accounting cycles
  • Experience maintaining timely and accurate accounting records
  • Experience managing day-to-day accounting functions
  • Experience ensuring payments to suppliers and recurrent expenditures are made in a timely manner
  • Experience ensuring adherence to donor rules and regulations
  • Experience filing and archiving financial documents systematically
  • Experience ensuring cash flow of field offices are maintained
  • Experience coordinating with program managers for projections and supervising CTRs
  • Experience ensuring a controlled and smooth cash flow management process
  • Experience working with and supporting Budget Holders in budget preparations, revisions, monitoring and follow ups
  • Experience preparing expenditure forecasts
  • Experience tracking accounts payables, advances & liquidations, prepayments and cross charging
  • Experience acting as focal person for budget development

  • Experience assisting in conducting budget follow ups and monitoring grant spending plan
  • Experience liaising with Program Managers for regular budget monitoring

  • Experience training support services and program teams over donor compliance rules and monitoring compliance
  • Experience acting as focal person for financial reviews
  • Experience coordinating with CO over audit findings and developing post audit improvement plans

  • Experience developing audit register and tracking audit findings
