Overview
Conduct an independent evaluation of selected aspects of ESCWA's performance, focusing on planning processes, work modalities, organizational structure, governance, and delivery mechanisms.
Tasks Summary
- Produce an Inception Note outlining understanding, methodology, workplan, interview list, and data sources
- Submit a Draft Evaluation Report with key findings, analysis of strengths/gaps/issues, and preliminary recommendations
- Deliver a Final Evaluation Report incorporating feedback, with conclusions, actionable recommendations, and implementation considerations
Experience Requirements
- At least 10 years of progressively responsible experience in evaluation, organizational review, institutional reform, or strategic management
- Preferably within the UN system or similar international organizations
- Demonstrated experience conducting independent evaluations or institutional reviews at a senior organizational level
Qualification Requirements
• Advanced university degree in public administration, development studies, economics, evaluation, management, or a related field
