Overview

The Country Office Security Associate assists in providing security management support to protect UNDP personnel, property, and operations while enabling programme delivery. The role involves risk minimization and integration of security management into country office operations.


Tasks Summary
  • Assist in providing security management support and guidance on security policies and regulations.
  • Contribute to and support security risk management for UN Security Management Systems and UNDP Programmes.
  • Review the impact of security factors on UNDP Programme design and delivery.
  • Assist in conducting UNDP security risk assessments and advise on security measures.
  • Support the implementation of person-centered security risk management approaches.
  • Provide inputs to UNDSS in preparing country security documents.
  • Maintain collaboration and communication with other UN agencies, local security counterparts, and international organizations.
  • Assist in supporting CO in implementation of the Country Security Plan, Contingency Plans, Business Continuity Management, and the UN Security Framework.
  • Work with country office security team and coordinate with UNDSS to ensure availability of updated and adequate procedures for dealing with emergencies.
  • Contribute to UNDP's focus on emergency preparedness and response.
  • Ensure appropriate professional liaison with host government agencies, local authorities responsible for security, law and order, counterparts in UN and diplomatic missions and municipal/traditional leaders.
  • Maintain and regularly provide updated Personnel Lists to UNDSS.
  • Formulate and test UNDP specific security and contingency plans and Business Continuity Plans.
  • Coordinate with UNDSS in implementation of fire safety, first aid, and radio communications training.
  • Organize and support delivery of training, briefings and courses on security issues/awareness and preparedness.
  • Monitor UNDP staff security training compliance.
  • Liaise with UNDP administration and provide advice on the selection and procurement of appropriate security equipment.
  • Monitor the security compliance of UNDP premises and international staff residences.
  • Provide input to implementation of physical security and security risk management measures for UNDP premises.
  • Conduct periodic appropriate security assessments of UNDP premises and equipment.
  • Represent UNDP security interests in any common premises that UNDP occupies.
  • Provide timely and accurate information and briefings to UNDP Management and advice to staff on security procedures.
  • Produce and provide substantive support in the preparation of security reports.
  • Be prepared for 24-hour response in coordination with UNDSS for security and safety related incidents.
  • Provide advice on the selection and procurement of appropriate equipment for security.
  • Maintain and test prevailing UNDP Country Office communication systems and processes.
  • Provide assistance in the conduct and follow up of investigations and incidents affecting UNDP personnel and offices.
  • Represent UNDP at security meetings, as appropriate.

Experience Requirements
  • Minimum of 6 years (with high school diploma) or 3 years (with bachelor’s degree) of relevant progressively responsible experience in security, preferably in the military or police context or related field of work.
  • Prior experience with the UN system or an international NGO is desirable.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc), database packages, and web-based management systems such as ERP.
  • Strong analytical skills.
  • Excellent communication skills in English and Bahasa Indonesia.
  • Experience in the use artificial intelligent, advanced computer skills including experience using web-based management systems such as Enterprise Resource Planning (ERP) such as quantum, would be asset.
  • Experience in the use of advanced communications systems and knowledge of Country security codes is desirable.
  • Experience dealing with emergency protocol (fire drills, evacuation plan, etc ) would be highly desirable.
  • Experience conducting security related training would be highly desirable.
  • Experience attending police and/or military training is desirable.
  • Security/First Aid/CPR certification would be highly desirable.
  • Valid driver’s license is required.

Qualification Requirements
  • Secondary Education is required.
  • University degree (bachelor’s or master’s equivalent) in Political Science, Military Studies, Security Management, Management or a relevant field will be given due consideration, but is not a requirement.
  • Applicable security, police and/or military training is desirable.

Languages Required: Fluency in English and Bahasa Indonesia are required
