Overview

The Programme Coordinator will act as the Head of the UNODC Programme Office in Guinea Bissau and support the implementation of UNODC programmes and activities in lusophone countries.


Tasks Summary
  • Convey UNODC’s position and interests in Guinea Bissau and promote partnerships.
  • Define programme objectives and manage development, funding, and implementation of technical assistance.
  • Promote UNODC’s visibility and build partnerships with UN entities.
  • Build effective relationships with the Resident Coordinator and other senior UN managers.
  • Ensure effective monitoring and collection of data on programme implementation.
  • Act as focal point and monitor drug control, criminal justice, anti-corruption and terrorism prevention related information.
  • Identify areas for programme growth and develop initiatives.
  • Develop and implement a resource mobilization strategy.
  • Promote understanding of drug control and crime prevention matters.
  • Lead UNODC advocacy and awareness raising efforts.
  • Manage financial and human resources assigned to the Programme Office.
  • Ensure timely implementation and monitor activities of the CDTOC PBF Project phase II.
  • Ensure gender considerations are integrated in all UNODC strategies, programmes and activities.
  • Manage planning, programme management and coordination associated with programme component implementation.
  • Prepare terms of reference for project/programme staff and consultants; recruit, train and coordinate local support staff.
  • Promote gender equality and geographic diversity within the team and ensure a healthy and safe working environment.
  • Manage implementation of corporate measures to adapt to UN reform.
  • Ensure substantive and operational coordination and coherence with UNODC operations in the West Africa region.
  • Collect and analyze data to identify trends or patterns and provide insights.
  • Perform other work-related duties as required.

Experience Requirements

A minimum of seven years of progressively responsible professional work experience in project or programme management relating to the control and prevention of drugs, crime, corruption and/or terrorism, in an international setting, is required. Work experience in managing or coordinating office operations is required. Work experience in promoting UN partnerships, in particular in the context of the UN reform, is desirable. Work experience in programme planning, monitoring and reporting is desirable. Work experience in engaging and building partnerships with Government counterparts is desirable. Work experience within the United Nations system or similar international organization is desirable. Work experience with counterparts in West Africa is desirable. Experience in data analytics or related area is desirable.


Qualification Requirements

An advanced university degree (Master’s degree or equivalent) in political or social sciences, public or business administration, economics, law, international relations or similar academic background is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Languages Required: English and Portuguese are required.

Languages Preferred: French is desirable.

Contract Duration: six months
