Overview
The Finance Officer will ensure effective WHO country presence and implement cooperation strategies aligned with Member States' health priorities. The role involves managing financial operations and compliance within the country office setting.
Tasks Summary
- Review Key Performance Indicators for the WCO and advise on compliance issues.
- Coordinate with different units to close compliance issues related to Budget and Finance.
- Review financial transactions related to Direct implementation, Direct Financial cooperation, and Grant LOAs.
- Train counterparts and staff on financial rules and regulations.
- Facilitate and implement efficient financial operations.
- Ensure timely submission of DFCs and compliance with accounting standards, IPSAS, and financial policies.
- Participate in assessments of implementing counterparts.
- Prepare and monitor general and specific budgetary estimates for projects.
- Track and report on financing against budget, monitor implementation rates, and consolidate financial data.
- Prepare periodic/ad hoc budgetary and financial statements and returns.
- Identify financial gaps and recommend alternative actions.
- Consolidate, analyze, and prepare financial data and reports for the country office.
- Collaborate with UN agencies and Donors for budget resource management planning and resource mobilization.
- Follow-up on donor proposals and reporting deadlines.
- Verify and provide budgetary clearance to proposals and reports.
Experience Requirements
- At least 1 year of relevant experience in finance, budget/accounting.
- Demonstrated experience in accounting and consolidation of financial data using ERP systems or similar packages.
- Experience or knowledge working in an international organization, and/or UN agency is desirable.
Qualification Requirements
- A first university degree in accounting, financial management, business, public administration or economics with specialization in budgeting/accounting.
- An advanced university degree (Master's level or above) in business administration, finance, accounting, or public administration, professional qualification or licensure in accounting/accountancy is desirable.
