Overview

The SDGs Analysis Consultant will support the implementation of a project focused on Voluntary Local Reviews on the SDGs for the State of Rio de Janeiro and a regional territorial unit. The role involves analyzing data, preparing reports, and facilitating workshops to strengthen local capacities for SDG implementation.


Tasks Summary
  • Write a report concerning a regional territorial unit and the State of Rio de Janeiro.
  • Analyze and systematize data according to the characteristics of the regional territorial unit and the State of Rio de Janeiro.
  • Visit selected regional territorial units to validate information and discuss priority projects.
  • Prepare and organize participatory technical workshops.
  • Provide an integrated perspective on basic urban services and their vulnerability to extreme weather events.
  • Support reports to partners and internal reports.
  • Maintain an organized and accessible information file.
  • Maintain close communication with counterparts and local partners.
  • Ensure all activities observe the principles of integrity of the United Nations.
  • Participate in weekly virtual meetings and occasionally in-person meetings.

Experience Requirements
  • A minimum of six (6) years of professional experience in Urban and Regional Planning, working within or in close collaboration with public administration at the federal, state, and/or municipal levels, is required.
  • Experience in work involving knowledge of and engagement with Brazil’s National Urban and Environmental Policies, particularly their respective instruments, is required.
  • Experience in work related to international, national, and subnational good practices on Voluntary Local Reviews (VLRs) is required.
  • Experience in public policy analysis and the Sustainable Development Goals (SDGs), with demonstrated expertise in intersectoral approaches, monitoring and evaluation, and the analysis and development of indicators and scenarios is required.
  • Previous experience in social mobilization and participatory activities involving public officials, civil servants, and civil society is required.
  • Professional or academic experience — such as research positions — in urban-environmental public policy and the Sustainable Development Goals (SDGs) is required.
  • Previous experience within the UN System is desirable.
  • Previous research experience aligned with the 2030 Agenda for Sustainable Development and the New Urban Agenda is desirable.
  • Knowledge and experience with the administrative divisions and territorial organization of the State of Rio de Janeiro are desirable.

Qualification Requirements
  • Bachelor’s degree in Public Administration, Economics, International Relations, Architecture and Urbanism, Geography, Urban Planning, Social Science, Political Science or related fields is required.
  • Postgraduate degree (Latu Sensu or Stricto Sensu) in Public Administration, Economics, International Relations, Architecture and Urbanism, Geography, Urban Planning, Social Science, Political Science or related fields is required, or additional three (3) years of relevant experience to the post, beyond the requirement.

Languages Required: • Fluency in Portuguese is required.

Languages Preferred: • Working knowledge of English and Spanish is desirable.

Contract Duration: Seven (7) months

Work Modality: Home based

Remuneration: • LICA 3 – BRL: 67.550 (Total net amount). • Payment 1 [30%]: upon delivery and approval of Product 1 (BRL: 20.265). • Payment 2 [30%]: upon delivery and approval of Product 2 (BRL: 20.265). • Payment 3 [40%]: upon delivery and approval of Product 3 (BRL: 27.020).
