Overview

The Human Resources Officer is responsible for leading a team of HR professionals in providing advice on a range of Human Resources issues and will deputize the Chief Human Resources Officer.


Tasks Summary
  • Initiates and coordinates actions covering staffing activities (classification reviews, recruitment, placement, reassignment, promotion, performance management, separation).
  • Provides advice on conditions of services, duties, responsibilities, privileges, and entitlements.
  • Develops and implements new human resources policies, practices, and procedures.
  • Coordinates outreach activities for workforce planning and critical vacancies.
  • Monitors and ensures the implementation of human resources policies, practices, and procedures.
  • Reviews post incumbency reports, projects, and monitors vacant positions.
  • Represents the Division/Unit at Departmental panels and appointment bodies.
  • Supports Human resources audits and coordinates with partners.
  • Reviews recommendations on candidate selection, including gender and geographic representation.
  • Participates in task forces and working groups.
  • Advises senior management officials on recruitment and other human resources matters.
  • Advises on the development, modification, and implementation of United Nations policies and practices on entitlements.
  • Provides advice on interpretation and application of policies, regulations, and rules.
  • Represents the office in joint bodies and working groups relating to salaries and other conditions of service.
  • Advises and monitors the travel unit on travel-related entitlements for civilian staff and international uniformed personnel.
  • Monitors and oversees travel, leave entitlements, and shipments of uniformed personnel.
  • Supports the mission in the implementation of the performance appraisal system.
  • Coordinates training/orientation programmes in performance management and supervisory skills.
  • Ensures full compliance with the performance appraisal system.
  • Counsels staff and managers in cases of underperformance and facilitates the implementation of a Performance Implementation Plan (PIP).
  • Coordinates with interested parties to address and mitigate staff grievances.
  • Develops preventive activities such as training and sharing best practices.
  • Supports the mission through drawdown and liquidation planning and implementation.
  • Advises and counsels staff in respect of rights, responsibilities, code of conduct, and difficulties.
  • Supervises and monitors the work of human resources officers/assistants.
  • Provides guidance to programme managers on classification policies and procedures.
  • Conducts research in preparing policy papers, position papers, and briefing notes.
  • Supports dialogue between management and staff unions on human resources policy and general staff issues.

Experience Requirements
  • A minimum of seven (7) years of progressively responsible experience in human resources management or administration or related area is required.
  • Experience in managing staffing, administration, and talent acquisition is required.
  • Practical experience with the planning and delivery of human resources services in complex, volatile and conflict and post-conflict environment is desirable.
  • Experience in implementing change management initiatives and downsizing is desirable.

Qualification Requirements
  • Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, or related field is required.
  • A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Contract Duration: This position is temporarily available until 31 December 2026, with the possibility of extension.
