Tasks Summary
- Designs and manages the Agency's Performance Management system
- Evaluates the quality of the performance process and proposes improvements
- Identifies and analyzes staff development needs
- Designs and facilitates staff development interventions
- Coordinates with Field Performance Management and Staff Development Officers
- Monitors the efficiency and impact of HR development interventions
- Provides expert advice on talent management model
- Develops guidelines for Senior and Middle Management preparation
- Contributes to programme budget for performance management and HR development
- Prepares proposals for financial and technical support
- Monitors fund utilization
- Manages and monitors compliance of mandatory learning requirements
- Develops and implements strategies to strengthen compliance
- Contributes to policy frameworks
- Works with Finance and HRD colleagues to align budgetary instructions
- Discusses additional measurements and instructions
- Prepares reports on performance management and staff development activities
- Supervises and creates a conducive working environment
- Manages performance, provides coaching, training and guidance
Experience Requirements
- At least seven years of relevant experience in designing, managing and implementing performance management systems
- At least seven years of experience in designing and implementing staff development programmes
- Solid knowledge and experience covering the full learning cycle, including instructional/learning design, development (online, face-to-face, and blended etc.), delivery, evaluation and re-development
- Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least 2 continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number
Qualification Requirements
• Advanced university degree (Master’s or equivalent) from an accredited educational institution in public or business administration, human resources management, adult learning, instructional design, educational technologies, relevant social sciences or a related discipline
