Overview

Designs and manages the Agency's Performance Management system and staff development interventions. Provides expert advice on talent management and supervises a team.


Tasks Summary
  • Designs and manages the Agency's Performance Management system
  • Evaluates the quality of the performance process and proposes improvements
  • Identifies and analyzes staff development needs
  • Designs and facilitates staff development interventions
  • Coordinates with Field Performance Management and Staff Development Officers
  • Monitors the efficiency and impact of HR development interventions
  • Provides expert advice on talent management model
  • Develops guidelines for Senior and Middle Management preparation
  • Contributes to programme budget for performance management and HR development
  • Prepares proposals for financial and technical support
  • Monitors fund utilization
  • Manages and monitors compliance of mandatory learning requirements
  • Develops and implements strategies to strengthen compliance
  • Contributes to policy frameworks
  • Works with Finance and HRD colleagues to align budgetary instructions
  • Discusses additional measurements and instructions
  • Prepares reports on performance management and staff development activities
  • Supervises and creates a conducive working environment
  • Manages performance, provides coaching, training and guidance

Experience Requirements
  • At least seven years of relevant experience in designing, managing and implementing performance management systems
  • At least seven years of experience in designing and implementing staff development programmes
  • Solid knowledge and experience covering the full learning cycle, including instructional/learning design, development (online, face-to-face, and blended etc.), delivery, evaluation and re-development
  • Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least 2 continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number

Qualification Requirements

• Advanced university degree (Master’s or equivalent) from an accredited educational institution in public or business administration, human resources management, adult learning, instructional design, educational technologies, relevant social sciences or a related discipline
