Overview

Review and update the MIA Police Academy Training Curricula on Trafficking in Persons and deliver Training of Trainers (TOTs).


Tasks Summary
  • Review existing training modules on TIP used by the Police Academy.
  • Identify gaps, outdated materials, and areas for improvement, including gender and human rights perspectives.
  • Update and harmonize the content with national law and international standards.
  • Produce a finalized, updated training module in Russian language that will be institutionalized within the MIA Police Academy’s curriculum.
  • Organize and deliver a series of two-day TOTs for training personnel of the MIA Police Academy and relevant universities in Dushanbe and regions.
  • Develop a final consultancy report, including recommendations for future engagements, good practices and challenges faced.

Experience Requirements

At least 5 (five) years of relevant professional experience in in the areas of human trafficking, migrant smuggling and / or transnational organized crime on national or international level is required. Experience in developing of training curricula and delivering of trainings and workshops for law enforcement officials on TIP is required. Experience in leading trainings and TOTs on relevant topics is required. Demonstrated knowledge of national and international legal framework on TIP in Tajikistan is required. Intercultural work experience and/or experience working with the UN is desirable.


Qualification Requirements

An advanced university degree (Master’s or equivalent degree) in law, criminology, public administration, International Law, International criminal law, political science, international relations or related fields of criminal justice, crime prevention and/or law enforcement is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree.

Other Details

Languages Required: Fluency in Tajik and Russian, with excellent drafting and communication skills, is required.

Contract Duration: 02.03-30.06.2026

Work Modality: Home-based, with travel to Sughd region, Khatlon region and GBAO.
