Overview

Leads and manages coordination and information management functions within UNOCHA, focusing on humanitarian response, policy analysis, and external relationships.

Tasks Summary
  • Serves as a senior policy officer, advising on policy direction and reviewing policy issues related to humanitarian principles and assistance delivery.
  • Prepares policy position papers, monitors and reports on humanitarian developments, and maintains a watch list of countries with potential humanitarian crises.
  • Serves as the primary focal point on specific topics or policy-related issues, liaising with other humanitarian organizations and donors.
  • Leads and/or participates in complex projects, including disaster assessments and coordinating international humanitarian assistance.
  • Initiates and coordinates technical cooperation and assistance projects in disaster response and preparedness.
  • Assists in the production of appeals for international assistance and ensures the proper use of donor contributions.
  • Assists National Government counterparts in capacity-building for handling emergency situations.
  • Supports Regional pooled fund and anticipatory action efforts.
  • Organizes and prepares studies on humanitarian, emergency relief, and related issues.
  • Partners with other humanitarian agencies to plan and evaluate complex humanitarian and emergency assistance programmes.
  • Assists or leads in the preparation of OCHA reports, studies, and policy guidelines.
  • Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, and media.
  • Frequently travels to support OCHA engagement with Pacific Island countries.
  • Provides leadership and work direction to assigned work teams, and/or mentors and supervises junior officers.
  • May participate in planning and preparation of unit budget and work program.
  • Performs other duties as required.
Experience Requirements
  • A Master’s degree with a minimum of seven (7) years of progressively responsible relevant professional experience OR Bachelor’s degree with a minimum of nine (9) years of progressively responsible relevant professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related areas.
  • 2 years or more of experience in data analytics or related areas is required.
  • Experience in leading and coordinating humanitarian operations in an emergency is desirable.
  • Experience in strategic planning and policy guidance is desirable.
  • Humanitarian field experience in a complex emergency/Natural disaster is desirable.
  • Relevant managerial experience i.e. experiences leading and providing leadership and work direction to assigned work team, and/or mentors and supervises the work of new/junior officers is desirable.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages is required.
Qualification Requirements
  • Advanced university degree (Master’s degree or equivalent) in Political Science, Social Science, Public Administration, International Studies, Economics, Engineering, Earth Sciences, or a related field is required.
  • A first-level university degree (Bachelor’s degree) in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is an advantage.
Other Details

Languages Required: Fluency in English is a required. Local language (Itaukei and/or Fiji Hindi) is required.

Languages Preferred: Knowledge of another UN official language is an advantage.

Contract Duration: 1 Year with Possibility for extension
