Overview
The International Operations Manager plays a leading role in supporting the delivery of the UNFPA country programme by leading strategic planning for UNFPA operations, setting management targets, and overseeing outsourced services. The role encompasses financial and human resources management, procurement, IT, travel, logistics, common services, and security.
Tasks Summary
- Contribute to the delivery of the country programme and ensure overall operations are carried out effectively, transparently, and in compliance with policies.
- Ensure annual and longer-term management targets are met.
- Determine optimal approaches for improving business management effectiveness and efficiency.
- Drive knowledge management practices within the Country Office.
- Build capacity of staff through coaching and mentoring on operations management.
- Ensure the integrity of financial systems and consistent application of rules.
- Support the Representative in recruitment and management of staff.
- Supervise operations staff demonstrating performance appraisal and transparent leadership.
- Oversee CO travel, logistics, and premises.
- Ensure high quality provision of procurement and other project support services.
- Routinely monitor financial exception reports.
- Provide policy support, guidance, and advocacy on common services.
- Support staff safety by driving compliance with UN security standards.
- Represent UNFPA in the Security Management Team and Operations Management Team meetings.
- Represent UNFPA in inter-agency administrative meetings.
- Identify new approaches to enhance UNFPA delivery capacities and cost effectiveness.
- Promote a client-oriented approach among operations staff.
Experience Requirements
- At least 7 years of experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting.
- Including 3 or more years’ experience in managing teams in a complex organizational setting.
- Experience in international development, particularly in the mandate of UNFPA.
- Field experience is essential.
- Experience from a developing, humanitarian context is an asset.
Qualification Requirements
• Advanced university degree in any of the following disciplines: Public Administration or Business Administration, Economics, Management or other related field.
