Overview

Lead the implementation of Information, Counselling and Legal Assistance (ICLA) activities in South Central Syria, managing the ICLA project portfolio and staffing, and contributing to country-level programme development.

Tasks Summary
  • Develop and manage the ICLA programme in line with NRC’s objectives, strategies, donor commitments, and context-specific needs.
  • Oversee and coordinate the implementation of all ICLA project activities, ensuring quality, accountability, and compliance.
  • Line manage ICLA team members and supports their professional development and performance management.
  • Provide regular progress reports and ensure accurate and timely donor reporting.
  • Ensure that project participants are those most in need of protection.
  • Liaise with other Core Competencies and support departments to ensure integrated programming.
  • Develop and manage project budgets.
  • Strengthen collaboration with protection actors, legal aid providers, justice sector stakeholders, and local authorities.
  • Actively participate in relevant humanitarian coordination forums.
  • Ensure accurate and consistent use of ICLA case management and M&E tools.
  • Promote the rights of displaced people in line with the advocacy strategy.
Experience Requirements
  • Senior-level legal assistance project implementation experience or Protection project with significant legal assistance component in a humanitarian, recovery, complex and volatile contexts.
  • ICLA (Legal) technical expertise, including knowledge of Housing, Land & Property and/or civil documentation issues.
  • Experience with Legal programming and Legal case management.
  • Knowledge of the displacement context in Syria and the Middle East.
Qualification Requirements
  • Relevant university degree, preferably in law, human rights or social studies.
  • Master's degree is an added value.
Other Details

Languages Required: • Fluency in both English & Arabic language, both written and verbal skills.

Languages Preferred:

Contract Duration: Initially until end of June 2026, followed by renewal on 01 July 2026 (subject to availability of funds)
