Overview

The Project Finance Analyst will support the project by managing all financial activities and transactions, ensuring high quality, accuracy, and consistency of work. The role involves reporting to the Project Manager and collaborating with various stakeholders.

Tasks Summary
  • Ensures the implementation of financial management strategies and adapts processes and procedures.
  • Supports the development of funding requests, grant negotiations and amendments.
  • Reviews and approves the funding authorization and expenditure certificate (FACE) from partners.
  • Facilitates annual audits.
  • Regularly monitors financial exception reports.
  • Manages project budgets and ensures optimal cost recovery.
  • Prepares quarterly and biannual forecasts of cash flows and annual cash flows.
  • Reviews and finalizes financial reports.
  • Prepares program budget reviews and provides justifications for budget reallocation.
  • Prepares and monitors budgets, and reports on budget approvals and delivery status.
  • Monitors donor contributions and ensures timely transfer to UNDP.
  • Ensures advance payments and direct payments are properly reviewed and made.
  • Manages cash receipts and petty cash.
  • Maintains a proper filing system for finance records and documents.
  • Ensures analysis and development of proposals for the internal expenditure control system.
  • Processes monthly payment orders (MPOs), claims for reimbursement of travel expenses and other entitlements.
  • Takes timely corrective actions on unrecorded vouchers.
  • Responds to requests from headquarters to resolve financial data issues.
  • Supports the development and implementation of asset and inventory management.
  • Reviews SR cash accounts to ensure availability of sufficient funds.
  • Identifies and registers receipts for income requests.
  • Prepares monthly cash flow forecasts.
  • Provides capacity building of implementing partners on overall financial management.
  • Makes sound contributions to knowledge networks and communities of practice.
  • Performs any other duty assigned by the Project Manager.
Experience Requirements

• Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in providing financial management services, and/or managing staff and operational systems.

Qualification Requirements
  • A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (Master’s) University Degree in Finance and/or Accounting is required.
  • OR A first level university degree (Bachelor’s degree) in combination with an additional two years of qualifying experience.
