Overview
The Programme and Policy Officer (PPO) supports the implementation of emergency preparedness and response activities within the Country Office and Area Offices. The role is part of the Emergency Preparedness and Response (EPR) section and is supervised by the Head of Section.
Tasks Summary
- Provide technical assistance in developing and implementing emergency-related activities and procedures.
- Lead scenario and risk analysis exercises and facilitate Business Continuity Plans (BCP).
- Monitor the implementation of readiness actions across offices.
- Support capacity building of staff, partners, and governments on emergency preparedness and response.
- Ensure efficient resource management, including food and Cash-Based Transfers (CBT).
- Contribute to donor proposals and programme reporting.
- Foster collaboration with key units for planning and pipeline visibility.
- Liaise with field offices to support effective collaboration, implementation, and monitoring.
- Prepare reports and data analyses on food assistance needs, resource utilization, and programme progress.
- Act as the Country Office focal point for resolving operational issues related to General Food Assistance.
- Supervise or review the work of support staff.
Experience Requirements
- Proven experience in implementing Emergency Preparedness Checklists and Business Continuity Actions (BCP).
- Strong knowledge and management of anticipatory actions and projects, with effective collaboration with partners and government structures.
- Demonstrated expertise in drafting donor proposals for key emergency donors and preparing accurate reports.
- Extensive field experience in challenging and emergency contexts.
- Ability to collaborate effectively with Regional Bureau and Headquarters for strategic alignment and operational support.
One (1) year of professional experience in programme or related fields.
Qualification Requirements
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
