Overview

The consultant will support the NCD Team to expand the NCD coaching and quality improvement (QI) model to include hypertension and further scale up diabetes and diabetic foot care across primary care facilities. The role will focus on building capacity, strengthening data platforms, and supporting planning.

Tasks Summary
  • Contribute to development, adaptation and field-testing of hypertension checklists for the NCD coaching package.
  • Collaborate to use field experience to inform the final NCD coaching manual.
  • Provide guidance on international podiatry standards and enable alignment with national protocols.
  • Support training and mentoring of national and sub-national facilitators to deliver hypertension coaching.
  • Develop NCD facilitator teams in all targeted provinces.
  • Work with MHMS NCD coordinators and provincial facilitator teams to scale-up NCD coaching package.
  • Train and develop provincial facilitator teams to oversee facility-based quality improvement assessments.
  • Facilitate strategic dialogue with key stakeholders to use data for problem-solving.
  • Conduct biennial NCD facility practice assessment.
  • Coordinate collection, analysis, and use of programme data.
  • Work with MHMS and HIS teams to integrate NCD indicators into DHIS2 dashboards.
  • Strengthen data management systems related to hypertension, diabetes, and diabetic foot care.
  • Produce progress reports, technical briefs, and lessons-learned summaries.
  • Contribute to technical publications and WHO/MHMS reporting.
  • Work with WHO CO to procure and distribute resources.
  • Collaborate with MHMS and partners to strengthen supply chains for essential NCD medicines.
  • Support integration of coaching methods into pre-service and in-service NCD skills development.
  • Work with MHMS to update relevant NCD clinical guidelines and quality standards.
  • Collaborate with WHO NCD Technical Officer to manage relationships and facilitate strategic dialogue.
  • Collaborate with MHMS Health Promotion teams and community partners to strengthen community-based NCD prevention activities.
  • Support coordination, planning, scheduling, logistics, budgets and resource mobilization.
  • Monitor progress, track milestones, and support integration of activities into Ministry of Health and Medical Services operational structures.
  • Provide programme management and coordination support.
Experience Requirements
  • At least five years of relevant experience in working in primary health care, podiatry, public health, data analysis, data quality, coaching, quality improvement and/or experience relevant to the TORs.
  • Relevant experience in implementation of noncommunicable diseases programmes, especially in hypertension, diabetes and diabetic foot care areas.
  • Previous experience at the field level in developing countries, particularly in Pacific countries is an asset.
Qualification Requirements
  • University degree in podiatry, medicine, public health or related health studies.
  • Master’s degree in public health from a recognized university and/or training/s in public health at postgraduate degree level or its equivalent.

Languages Required: • Excellent knowledge of spoken and written English and Pidgin is essential

Remuneration: • USD 8,300 per month
