Overview

The Finance Officer will provide financial management support to the Mandalay Sub Delegation and review expenditures under IFRC funding to ensure compliance with IFRC procedures. The role also involves capacity building of National Society staff in financial management.

Tasks Summary

• Manage Petty Cash of Mandalay Sub Delegation, make payments to suppliers, staff as per IFRC procedure.
• Transaction booking of the monthly expenditure of Mandaly Sub Delegation in the system.
• Coordinate with Yangon Finance team on the WA settlement and request.
• Coordinate with Head of Sub Delegation and Senior Finance Manager on the findings of the MRCS financial reports and supporting documents and flag financial risks.
• Visit to the fields to provide support in reviewing of documents in cash distributions and join field monitoring visits with PMER person.
• Review National Society’s operation expenditure/supporting documents under IFRC funding to ensure those are in line with approved budget and compliance with the procedures.
• Provide support to MRCS Operation team and Finance personnel in Mandalay office in terms of Working Advance clearance, related to IFRC budgeted expenditure, to be line with procedures and to have completeness of supporting documents.
• Coordinate with MRCS Finance team to enhance the capacity in financial management and reporting.

Experience Requirements

• Minimum 5 years’ working experience of Financial Managements is required
• Experience of preparing budgets, cash flow statements & financial plans is required
• Finance experience with international humanitarian or aid organizations is required
• Experience of managing and supporting staff is preferred
• Experience of writing narrative and financial reports is preferred
• Experience of working for the Red Cross/Red Crescent is preferred

Qualification Requirements

• University degree or equivalent professional experience is required
• Professional qualification in Financial Management or a related area is required

Languages Required: • Fluent spoken and written English is required

Languages Preferred: • Good command of another IFRC official language (French, Spanish or Arabic) is preferred
