Overview
The Programme Officer supports the design, planning, implementation, and monitoring of humanitarian programmes in Ukraine, ensuring quality and accountability in coordination with various stakeholders.
Tasks Summary
- Contribute to programme and project design, including concept notes and proposals.
- Support the development of programme management tools, implementation plans, and PMER plans.
- Assist in needs assessments and technical assessments.
- Support the planning and set-up of new projects.
- Ensure timely and quality implementation of programme activities.
- Conduct regular field visits to monitor activities.
- Monitor programme risks and contextual changes.
- Support budget phasing, forecasting, and expenditure monitoring.
- Assist with project close-out processes.
- Support the development and follow-up of project agreements.
- Maintain communication with URCS and Movement partners.
- Represent the Italian Red Cross in technical coordination meetings.
- Coordinate with Finance & Support Services Manager for alignment.
- Support administrative and logistical arrangements.
- Liaise with Movement partners and internal departments.
- Support translation, interpretation, and correspondence.
- Assist in the development and implementation of PMER plans and tools.
- Monitor project progress against indicators.
- Support data collection, verification, and consolidation.
- Integrate Quality Control Accountability and Protection, Gender and Inclusion (PGI) approaches.
- Support the preparation of internal and external narrative reports.
- Contribute to documenting and sharing lessons learned.
- Ensure proper filing, archiving, and information management.
Experience Requirements
- Minimum 3 years of experience in programme or project support roles within humanitarian or development organizations.
- Experience in programme planning, monitoring, evaluation, and reporting (PMER).
- Experience in multi-stakeholder and multi-partner coordination.
- Experience supporting institutional donor-funded projects or programmes.
Qualification Requirements
• University degree (Bachelor’s level) in International Relations, Social Sciences, Development Studies or a related field.
