Overview

Facilitate and coordinate fleet management to ensure optimal utilization of the vehicle fleet in the field. The position holder will be based in Kinshasa and coordinate the entire fleet in 4 countries within the Kinshasa cluster.

Tasks Summary
  • Provide support to National Societies to improve their fleet management capacities.
  • Actively promote fleet services to National Societies, including access to PRV, purchase exemptions, operational fleet management, and advice.
  • Support vehicle registration, maintenance, repair requests, and insurance renewal.
  • Report on vehicle accidents/incidents for IFRC and members.
  • Record fleet data (fuel and mileage, maintenance, accident, driver details).
  • Monthly report on fuel and maintenance - Excel sheet.
  • Create and update IFRC vehicle and driver files.
  • Overall control and rotation of vehicle fleet and drivers.
  • Manage vehicle dispatch and transport, including tracking vehicle movements.
  • Manage driver performance.
  • Coordinate vehicle fuel and maintenance requests with the support services manager.
  • Manage vehicle usage procedures by authorized persons for PRV vehicles in accordance with "Driver Rules and Regulations".
  • Provide support and advice to delegates, national staff, National Society staff, and volunteers on Federation vehicle driving procedures and driver training.
  • Monthly report of transport requests - Excel sheet format.
  • Ensure invoices related to vehicle repairs and fuel supply and delivery notes are registered on Apple Payment System for invoice processing.
  • Upload all supporting documents for each invoice and submit them for approval and payment.
  • Follow up until payment related to the fleet is made.
  • Actively work towards achieving the Federation Secretariat's objectives.
  • Adhere to the principles and rules of conduct of the Red Cross and Red Crescent and work in accordance with them.
  • Perform all other work-related tasks and responsibilities that may be assigned by their supervisor.
Experience Requirements
  • A minimum of 3 years of experience in fleet management and dispatching in a humanitarian field.
  • Very good notions in mechanics and transport management.
  • Experience in Red Cross/Red Crescent work.
  • Experience in humanitarian work.
Qualification Requirements
  • Diploma in Logistics Management.
  • Post-graduate training desired.
  • Professional qualification in mechanics, fleet and/or transport management.
