Overview
The Operations Manager provides technical leadership for the planning, implementation, and monitoring of emergency operations responses, ensuring alignment with humanitarian standards and organizational priorities.
Tasks Summary
- Negotiate, plan and mobilize IFRC resources for emergency response assessments, planning, and implementation.
- Ensure response frameworks align with national and international standards, and IFRC policies.
- Supervise technical leads to ensure close collaboration with National Society departments.
- Monitor the situation and ensure interventions are responsive to needs and threats.
- Advise on additional human resources and support deployments.
- Ensure sound financial management of Federation-assisted programmes.
- Manage operational budgets within approved ceilings and donor requirements.
- Lead and motivate staff to ensure high performance, quality service, compliance, and timeliness.
- Develop and implement a Risk Management Plan.
- Ensure the safety and security of staff.
- Manage direct line reports and assigned resources.
- Promote integration of the response into longer-term programs.
- Lead and ensure operationalization of safeguarding policies and practices.
- Assist partners in achieving planned outcomes and deliverables.
- Support National Society in setting up structures for coordinated response.
- Promote and support membership coordination structures.
- Represent IFRC in coordination meetings and forums.
- Collaborate with National Society technical teams for situational analysis.
- Assist in creating operational objectives and priorities.
- Support development and implementation of operational standards, tools, and procedures.
- Support common planning, monitoring, evaluation, and reporting frameworks.
- Support a single data collection mechanism and common accountability framework.
- Develop and implement contingency planning and National Society capacities for emergency response.
- Ensure planning and reporting requirements are met.
- Develop programme approaches to strengthen National Society structures, capacity, and performance.
- Analyze existing data on National Society response capacity.
- Support National Society to enhance their position in coordination mechanisms.
- Build alliances and partnerships with stakeholders.
- Promote integration of humanitarian priorities into programming.
- Review operational learnings and adapt response options.
- Support National Society in establishing an effective information management system.
Experience Requirements
- At least 7 years of disaster management experience, including managing staff.
- Min. 1-2 years of field experience in coordinating and managing disaster and crisis management projects and activities, especially population movements.
- Work experience with RC/RC.
- Experience in project cycle management including proposal development, budgeting and reporting, monitoring, and evaluation.
- Good knowledge and relevant work experience in the regional context.
