Overview

Supports the Moroccan Red Crescent Society (MRCS) in implementing and following up on Community-Based Disaster Risk Reduction (CBDRR) initiatives. Guides the planning, implementation, and monitoring of resilience activities through enhanced Vulnerability and Capacity Assessments (eVCA).

Tasks Summary

• Support MRCS in all project management cycle stages and ensure technical quality of CBDRR activities.
• Support MRCS in planning and implementing CBDRR and Community Resilience activities.
• Ensure appropriate monitoring and evaluation criteria are applied.
• Develop and manage programme budgets.
• Provide CBDRR technical support to MRCS staff and volunteers.
• Gather and provide relevant hazard and risk information.
• Provide logistical and technical support for eVCA facilitator training.
• Ensure El Haouz eVCA implementation aligns with broader MRCS DRR work.
• Lead on the development of a comprehensive plan for eVCA implementation.
• Maintain communication with other Earthquake operations units.
• Ensure proper eVCA data collection during implementation.
• Facilitate local authority support and engagement.
• Gather lessons learnt from eVCA implementation.
• Work in close collaboration with the CBDRR Earthquake Recovery focal point.
• Ensure proper standards and approaches are used for IFRC Road Map to Resilience and eVCA.
• Maintain close coordination with IFRC Regional Office thematic focal points.
• Identify and support MRCS to engage with local partners.
• Compile and document hazard and risk information for El Haouz province.
• Identify opportunities and partnerships for future DRR work.
• Support the development of recovery plans with a DRR lens and community input.
• Monitor the development and implementation of country-level DRR activities.

Experience Requirements

• At least 3-5 years in designing and implementing Community Resilience and community-based programs
• Excellent knowledge of DRR and proven technical experience on CBDRR
• Demonstrable experience in designing and facilitating successful capacity-building activities for staff and volunteers
• Experience in program management, including planning, monitoring, evaluation, and reporting
• Proven experience with national and/or local partner organizations; Red Cross/Red Crescent experience (preferred)
• Experience in the MENA region (preferred)
• Experience in CVA progra (preferred)

Qualification Requirements

• University degree or advanced degree in a relevant field required
• IMPACT training or equivalent knowledge preferred
