Overview
Leads the implementation of the Medium-Term Strategy and Programme of Work for the Climate Change Division. Responsible for supervising and carrying out the work programme, ensuring timely execution of activities and fostering collaboration across UNEP divisions and with other UN organizations.
Tasks Summary
- Leads the implementation of the Medium-Term Strategy, Programme of Work, alignment of sustainable development goals, United Nations Environment Assembly (UNEA) resolutions and decisions.
- Leads, supervises and carries out the work programme of the Division.
- Ensures programmed activities are carried out in a timely fashion and co-ordinates coherence and collaboration across UNEP Divisions and Regional Offices and with other organizations of the United Nations System.
- Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies.
- Reports to intergovernmental bodies on budget/programme performance or programmatic/substantive issues.
- Ensures that outputs produced by the Division maintain high-quality standards.
- Assists the Director in preparing the work programme of the Division, determining priorities, and allocating resources.
- Assists the Director in undertaking or overseeing programmatic/administrative tasks necessary for the functioning of the Division.
- Recruits staff, taking due account of geographical balance.
- Manages, guides, develops and trains staff under his/her supervision.
- Fosters teamwork, communication and collaboration among staff.
- Leads and supervises the organization of meetings, seminars, etc. on substantive issues.
- Participates in international, regional or national meetings and provides programmatic/substantive expertise.
- Holds programmatic/substantive and organizational discussions with representatives of other institutions.
- Represents the Division at international, regional or national meetings.
- Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns.
Experience Requirements
- A minimum of fifteen (15) years of progressively responsible experience in programme and organizational management either in government, intergovernmental entities and/or the United Nations entities is required.
- Experience in multilateral and intergovernmental processes in climate change at a senior level is required.
- Experience in policy analysis, formulation and implementation is required.
- Experience in building capacity of developing countries or countries with economies in transition on climate change is required.
- Experience in resource mobilization and knowledge of the climate change vertical funds is required.
- Experience with UN country or regional strategies, particularly UN Sustainable Development Cooperation Framework (UNSDCF) and UN Common Country Analysis (CCAs) is desirable.
- Experience in managing decentralized human resource teams and financial resources at the senior level is desirable.
- Experience in data analytics or related area is desirable.
Qualification Requirements
- Advanced university degree (Master's degree or equivalent) in environment, economics, natural resources, business or public administration, finance, law, social sciences or related area is required.
- A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
