Tasks Summary
- Assess progress against key strategic objectives and targets.
- Identify gaps, challenges, and lessons learned concerning relevance, effectiveness, efficiency, and impact.
- Assess the effectiveness of sectoral integration and review institutional arrangements for coordination and implementation.
- Propose new approaches for the new strategy aligning with emerging priorities.
- Identify approaches for multi-sectoral visioning, strategic planning, and coordination.
- Identify and articulate emerging issues affecting food and nutrition security and propose transformative approaches.
- Assess the extent to which gender equity and inclusion issues were incorporated and propose new opportunities.
- Review monitoring arrangements applied during strategy implementation.
- Identify indicators used, their relevance, and alignment with objectives.
- Assess frequency, quality, and consistency of reporting.
- Examine resource allocation for monitoring activities.
- Determine adequacy of tools, systems, and infrastructure.
- Assess how effectively M&E findings were used for decision-making and programme adjustments.
Experience Requirements
- Minimum 10 years’ experience in institutional analysis, governance, and multi-sectoral coordination.
- Demonstrated expertise in designing and conducting evaluations of national strategies.
Qualification Requirements
- Advanced degree in Development Studies, Public Policy, Monitoring & Evaluation, or related field.
- Additional certifications in M&E systems, project management, or digital data tools will be considered an asset.
