Overview
The role is to evaluate the progress, document lessons learned, identify successes, and highlight gaps and challenges of the Nutrition & Home Economics Strategy (2020-2024) to inform the development of a new strategy.
Tasks Summary
- Assess progress against key strategic objectives and targets.
- Identify gaps, challenges, and lessons learned concerning relevance, effectiveness, efficiency, and impact.
- Assess the effectiveness of sectoral integration and review institutional arrangements for coordination and implementation.
- Propose new approaches for the new strategy aligning with emerging priorities.
- Identify approaches for multi-sectoral visioning, strategic planning, and coordination.
- Identify and articulate emerging issues affecting food and nutrition security and propose transformative approaches.
- Assess the extent to which gender equity and inclusion issues were incorporated and propose new opportunities.
- Review monitoring arrangements, including indicators, frequency, quality, and consistency of reporting.
- Examine resource allocation for monitoring activities.
- Determine adequacy of tools, systems, and infrastructure for monitoring.
- Assess how M&E findings were used for decision-making and programme adjustments.
Experience Requirements
- Minimum 10 years’ experience in nutrition policy, food systems, and programme evaluation.
- Proven expertise in climate-smart agriculture, resilience, and gender mainstreaming.
- Familiarity with global/regional frameworks (SUN Movement, African Union nutrition strategies).
Qualification Requirements
• Advanced degree in Nutrition, Food Security, Public Health, or related field.
