Overview

The consultant will provide substantive inputs to an independent evaluation of the Global Programme against Money Laundering, Proceeds of Crime and the Financing of Terrorism, focusing on gender and human rights expertise.

Tasks Summary
  • Provide substantive inputs to the evaluation process and deliverables.
  • Participate in a desk review of relevant documents.
  • Contribute to the development of the evaluation design, ensuring gender-inclusivity and sensitivity.
  • Contribute to the data collection phase, implementing approved tools and methods inclusively.
  • Contribute to data analysis, including using related tools and software.
  • Contribute to a preliminary findings workshop.
  • Ensure adherence to evaluation norms and standards.
  • Ensure timely submission of deliverables.
  • Contribute to presentations and briefings.
Experience Requirements
  • A minimum of 7 years of progressively responsible professional experience in gender equality, human rights, or related areas at the international level is required.
  • Experience in mainstreaming gender and human rights in criminal justice programmes, policies, and evaluations is required.
  • Experience in working in a team is required.
  • Experience in presenting and communicating complex evaluation or research results is required.
  • Professional technical experience in the field of evaluation or related field, including a track record of conducting various types of evaluation at the international level, preferably with experience in conducting evaluations for the United Nations is desirable.
  • Knowledge and experience of the UN System and in particular of UNODC is desirable.
  • Knowledge of quantitative and qualitative methods is desirable.
  • Experience in gender sensitive evaluation methodologies and analysis, and understanding of human rights, disability inclusion and ethical issues in relation to evaluation is desirable.
Qualification Requirements
  • Advanced university degree (Master’s degree or equivalent) in gender studies, human rights, law, social sciences, international development, or a related field is required.
  • A first-level university degree (Bachelor’s degree or equivalent) in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Other Details

Languages Required: Fluency in oral and written English is required.

Languages Preferred: Knowledge of another official United Nations language is an advantage.

Contract Duration: 01.03 - 31.08.2026

Work Modality: Home-based (with travel to Vienna, Nairobi and Pretoria)
