National Consultant – Support to the Preparation of Albania’s Voluntary National Review (VNR) 2026

Overview

Support the Government of Albania in preparing a high-quality, evidence-based, inclusive, and nationally owned Voluntary National Review (VNR) 2026.

Tasks Summary
  • Support the development of the VNR Roadmap, including governance, milestones, stakeholder engagement, data, and communication plans.
  • Facilitate multi-stakeholder consultations at national and local levels, ensuring the inclusion of vulnerable groups.
  • Analyze SDG trends, gaps, and interlinkages, integrating them with EU accession and climate agendas.
  • Draft the VNR Main Messages and the full VNR report, incorporating feedback and ensuring alignment with guidelines.
  • Contribute to communication and outreach efforts, and propose follow-up mechanisms for domestic use of the VNR.
Experience Requirements
  • At least 7 years of professional experience in programme and project management, data analysis, sustainable development, or related fields.
  • Extensive experience in public policy analysis, SDG implementation or monitoring, or gender analysis and mainstreaming approaches.
  • Experience in preparing national development strategies, major policy reports, or VNRs/UN reports.
  • Experience with EU accession-related policy or programming.
  • Demonstrated experience in facilitating multi-stakeholder consultations and working with government, civil society, private sector, and development partners.
  • Proven experience in results-based analysis, use of statistics and indicators, and drafting complex analytical documents.
  • Previous work experience with UN, EU, or international organizations in Albania or the Western Balkans.
Qualification Requirements

A recognized advanced level university degree (Master’s or equivalent) in economics, public policy, development studies, political science, statistics, environmental policy, EU studies or other related field is required.

Other Details

Languages Required: Fluency in English and Albanian are required.

Languages Preferred:

Contract Duration: Up to the end of 2026, with the bulk of work concentrated before and around the HLPF.

Work Modality: Combination of in-person and remote work, as agreed with SASPAC and UN Albania.
