Overview
The consultant will facilitate the development of early warning tools, manage and update a platform with country profiles and data, and process climate and risk data for a portal.
Tasks Summary
- Facilitate the development of the Early Warning for All (EW4All) tool at the country level request for Armenia.
- Develop a QGIS plug in for Impact Based Forecasting (IBF) for early warning refining the current IBF tool at the country level.
- Provide overall day-to-day assistance for content management and update of the RAPAP Platform including country profiles and related data/infographics, multilateral mechanisms’ and stakeholder profiles, resources, monitoring data and tools, and events and updates.
- Undertake communication with partners and stakeholders for contribution of content and updates.
- Identify effective approaches for ensuring ease of providing input to the platform to make sure that it is up-to-date.
- Explore and support opportunities for enhancing the RAPAP Platform through new features or functionalities.
- Provide other assistance for EDD projects on air pollution, as needed: Facilitate the preparations for stakeholder meetings on the RAPAP Platform. Data collection, literature review, research and analysis. Assist with review/ editing/ design of air pollution reports and publications.
- Download, process, and downscale IPCC CMIP6 heat-related variables to regional and national scales relevant for exposure and risk analytics.
- Download AAL data from the Global Risk Information Platform (GIRI), process the datasets to align with RRP schema, and upload for public visualization.
- Process and upload approximately 150 TB of climate and risk data to the ESCAP Risk and Resilience Portal, ensuring standardized metadata, file structure, and API compatibility.
- Upload the downscaled heat variables to the RRP along with national exposure datasets (population, built environment, sectors), ensuring data harmonization and visualization readiness.
- Update the Regional Multi-hazard coastal methodology with additional data on climate and socioeconomic variables, collect the necessary regional-level data, and complete the initial calculations for the tool to be developed under the Risk and Resilience Portal.
- Create the Maldives and Sri lanka Coastal Mult Hazard data, tool.
- Update the data available in the Maldives page of the Risk and Resilience Portal based on the latest developments and partner requests, such as automated downscaling through the backend.
- Present the ongoing project at a regional level for partners and stakeholders, and provide capacity building and training at national level.
- Finalize the data and estimations of Risk and Resilience portal regional, Maldives, and Sri Lanka pages based on the feedback received, analyze the data for Odisha, India, and develop a case study report based on INCOIS’s work and data in that state.
- Present the work in relevant conferences and platforms such as PTC, ocean-related events, and APFSD as necessary.
- Create and finalize the storyboard for the project, develop a short report on the work done in collaboration with partners, and support the preparation of the project’s final report.
Experience Requirements
- Multiple years of experience in software development for institutions with international exposure.
- Demonstrated technical expertise in programming, open-source software, and database management systems including, but not limited to Ruby, Python, SQL, Drupal, Solr, CKAN, Fenix, GIS and D3
Qualification Requirements
• Advanced Degree in Computer Science, Software Development is required, and / or equivalent to computer technology is advantage.
