Overview

The Programme Policy Officer (Food Security and Livelihood Cluster Coordinator) will co-lead the Food Security and Livelihood Cluster (FSLC) to oversee and guide national-level coordination for partners operating across all Oblasts, ensuring alignment with humanitarian priorities, standards, and accountability requirements.

Tasks Summary
  • Co-lead FSLC meetings, ensuring the inclusion of national authorities and key partners.
  • Co-lead the FSLC contribution to the HNRP by coordinating needs identification and analysis and guiding the design of the response strategy.
  • Oversee the work of the FSLC sub-national coordination/information management hubs.
  • Lead the Food Assistance Working Group to support partners in key thematic areas.
  • Participate in and contribute to coordination forums.
  • Oversee timely, inclusive, and regular information sharing and discussion with cluster partners.
  • Ensure mainstreaming of cross-cutting and cross-sectoral issues.
  • Ensure the use and application of common standards and harmonization of programmatic responses.
  • Ensure oversight of the development of regular food security reports.
  • Undertake advocacy and resource mobilization efforts on behalf of FSLC partners.
  • Carry out additional coordination or support tasks as requested.
Experience Requirements

Minimum of 3 years of relevant professional experience in humanitarian response settings and/or development programmes at mid-senior level including in the food security sector or coordination. Current knowledge and experience of the national and international humanitarian response in Ukraine is a benefit. Willingness and ability to work in difficult environments, in often stressful time-critical situations. Formal training in Cluster coordination or previous Cluster experience is strongly desirable.

Qualification Requirements

University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Other Details

Languages Required: Fluency (level C) in both in English and Ukrainian languages.

Languages Preferred:

Contract Duration: 12 months

Work Modality: 1 day per week remote working option within the duty station (subject to conditions)
