Overview

The Humanitarian Mine Action Operations Specialist supports the planning, coordination, implementation, and quality assurance of mine action activities in accordance with IMAS. The role ensures safe, effective, and compliant delivery of survey, clearance, EOD and risk education activities at field level.

Tasks Summary
  • Support the planning and execution of mine action operations including NTS, TS, Clearance, BAC, and EOD tasks.
  • Assist with tasking, deployment, and monitoring of operational teams.
  • Ensure activities are implemented in line with IMAS, National Mine Action Standards (NMAS), and organizational SOPs.
  • Contribute to workplans, schedules, and progress reporting.
  • Support integration of mine action into broader DRC humanitarian and development responses.
  • Support internal QA/QC processes and ensure compliance with safety standards.
  • Monitor operational sites and identify risks, incidents, and non-conformities.
  • Liaise with national mine action authorities, other INGOs and NGOs, local government, communities, and partners.
  • Participate in coordination meetings and contribute operational updates.
  • Support task handover, land release, and completion documentation.
  • Support accurate collection and submission of IMSMA/operational data.
  • Monitor and coordinate the submission of HMA data to DRC MEAL, SNMAC and/or UNMAS as custodians of the IMSMA national data base, and other partners.
  • Contribute to situation reports, task reports, and donor updates.
  • Ensure proper documentation of activities, accidents, and lessons learned.
  • Provide technical guidance and mentoring to field teams.
  • Support training activities and on-the-job coaching, including acting as a translator for Mine Action training courses.
  • Act as a translator during meetings and conferences for International Mine Action staff as required.
  • Perform written technical translation of documents.
  • Promote gender, inclusion, and community engagement principles in operations.
  • Be prepared for deployment to other operational areas outside of Rural Damascus when required.
  • Undertake any other reasonable tasks assigned by the Operations Manager or Head of HDP.
Experience Requirements
  • Minimum 2–3 years of experience in humanitarian mine action operations.
  • Demonstrated experience in survey, clearance, and/or EOD activities.
  • Strong knowledge of IMAS and NMAS.
  • Experience working with national authorities and community stakeholders (desirable).
  • Good skills in MS Office (Excel, PowerPoint, Word).
  • Valid manual driving license category class A and ability to drive a four-wheel drive vehicle (desirable).
Qualification Requirements
  • University degree or technical diploma in Mine Action, Engineering, Security Studies, or relevant field.
  • Demonstrated experience in Mine Action of 2 – 3 years is acceptable in the absence of a degree or diploma in a relevant field.
  • A formal certificate of EOD or NTS/EORE training from a recognised training establishment or organisation would be an advantage.
Other Details

Languages Required: • Native Fluency in speaking, reading, and writing in Arabic language.

Languages Preferred: • Demonstrated ability to translate technical documents between Arabic and English languages is desirable.

Contract Duration: 12 months (Extension based on performance and funds)
