Overview

The Evaluation Consultant will provide independent, evidence-based assessments of ICAT activities at country and regional levels, complementing existing monitoring frameworks. The role aims to strengthen systems for climate action transparency, enabling evidence-based policy design and enhanced reporting.

Tasks Summary
  • Conduct desk reviews of ICAT documentation, MELU data, country reports, and knowledge products.
  • Engage with stakeholders through interviews, focus groups, and surveys.
  • Analyze ICAT's contribution to capacity building, institutional change, and policy development.
  • Assess the uptake of ICAT's methodologies and tools over time.
  • Produce draft and final evaluation reports for five case studies, presenting findings and lessons learned.
Experience Requirements
  • Professional experience in conducting independent evaluations of projects/programmes.
  • Experience evaluating initiatives focused on climate change, climate policy, climate finance, and/or transparency or MRV for climate policy and actions.
  • Experience supporting international organizations operating in this space.
  • Experience working in diverse country contexts would be an asset.
  • Experience in the evaluation of highly complex projects with long timeframes for impact would be an asset.
Qualification Requirements
  • An advanced university degree (Master’s degree or equivalent) preferably in statistics, mathematics, economics, development studies, climate change / environmental science, political science, international relations, public administration or in a field related to the activities with seven years of relevant experience.
  • OR A first level university degree (Bachelor’s degree or equivalent) preferably in statistics, mathematics, development studies, climate change / environmental science, political science, international relations, public administration or in a field related to the activities with nine years of relevant experience.
Other Details

Languages Required: • Fluency in writing and speaking in English is required. • Working knowledge of another UN language (Arabic/Chinese/French/Spanish/Russian) is required.

Contract Duration: 12 months, maximum of 20 working days
