Overview
The consultant will develop National Planned Relocation Guidelines for Vanuatu, ensuring they are protection and rights-centred, and gender-sensitive. The guidelines will set out safeguards for planned relocation processes.
Tasks Summary
- Develop a final methodology and workplan.
- Undertake desk review and stakeholder consultations, producing a summary report.
- Develop two in-depth case studies on planned relocation.
- Draft the National Planned Relocation Guidelines.
- Facilitate a validation workshop and incorporate feedback into the final guidelines.
- Develop tools and related training material on planned relocation.
Experience Requirements
- Minimum 5 years of proven related experience in migration, displacement, climate change, disaster risk reduction, emergency response and/or environment.
- Experience working on climate change and migration dynamics, including displacement issues, international human rights, labour mobility, land tenure management, and sensitivity of traditional governance.
- Experience working in Vanuatu and/or in the Pacific region, including with governments and regional organizations.
Qualification Requirements
Master’s Degree, in international development, climate change, social sciences, public policy, refugee and migration studies, or a related field from an accredited academic institution.
