Overview
Provides leadership and management for the country program's financial infrastructure and systems to support the organization's strategic vision and mission. Contributes to strategic and operational plans and ensures financial plans are monitored through analytical review.
Tasks Summary
- Ensures compliance with IRC and donor policies and procedures.
- Manages finance department activities to meet reporting deadlines.
- Directs preparation and approval of donor financial reports.
- Develops and performs internal control audits.
- Oversees preparation and revision of grant proposal budgets.
- Prepares and maintains the country program’s annual operating budget and reforecasts.
- Supervises country office bank relations and bank account activities.
- Establishes country policies regarding cash holding limits, cash movements, and foreign currency holdings.
- Oversees timely preparation, review, and approval of monthly bank account and cash reconciliations.
- Establishes country policies on advance payments, credit terms, and use of bank payment instruments.
- Designs, implements, and monitors systems, procedures, and reporting for cash requirements.
- Supervises the preparation of Cash Transfer Requests to New York.
- Establishes finance department roles and responsibilities matrix.
- Recruits and maintains qualified finance staff.
- Ensures performance reviews are completed annually and career development plans are in place.
- Develops and implements a training program for country finance staff.
- Oversees finance training and technical support to non-finance staff.
Experience Requirements
- Extensive experience working in a development or humanitarian setting.
- At least five years of experience living and working in the relevant field in developing and transitioning countries.
- Minimum of five years of managerial experience in finance.
- Extensive experience in working with computerized accounting systems, standard spreadsheet and database programs.
- Proven track-record of proactively identifying and communicating potential problems and proposing solutions.
- Ability to carry out responsibilities independently with minimal technical support.
Qualification Requirements
- Bachelor’s degree in accounting, Business Administration, Commerce or Finance required.
- Recognized professional certificate in accounting such as CPA or a master’s degree in accounting preferred.
