Overview
Ensure strong technical quality and strategic coherence of Shelter, WASH, and Infrastructure programming, with a focus on climate-resilient and climate-adaptive approaches.
Tasks Summary
- Contribute to SWI sector strategy and priorities.
- Integrate climate adaptation and DRR into program design and implementation.
- Support development and rollout of SOPs, technical guidelines, tools, and standards.
- Provide technical support and troubleshooting to field teams.
- Ensure technical designs incorporate climate resilience and environmental safeguards.
- Ensure compliance with Cluster standards, national guidelines, and DRC procedures.
- Conduct field visits for technical oversight and quality verification.
- Review technical drawings, BOQs, and specifications.
- Support development and harmonization of technical staff structures.
- Participate in recruitment and technical evaluation of SWI staff.
- Identify technical capacity gaps and develop capacity-building plans.
- Design and deliver trainings on climate-resilient topics.
- Provide on-the-job coaching and remote technical mentoring.
- Promote technical learning and documentation of best practices.
- Support design and technical development of proposals and projects.
- Ensure climate change adaptation and environmental sustainability are mainstreamed.
- Promote integrated programming between SWI and other DRC sectors.
- Participate in program cycle meetings.
- Support oversight of implementation progress, budgets, and indicators.
- Monitor sector-level spending and progress.
- Track SWI interventions and contribute to donor reports.
- Support development of integrated watershed and community infrastructure solutions.
- Lead and strengthen technical quality assurance systems.
- Develop and implement quality benchmarks and inspection protocols.
- Work closely with MEAL teams to develop monitoring tools.
- Support technical audits and performance evaluations.
- Ensure accountability mechanisms are integrated.
- Promote evidence-based technical improvements.
- Participate in ESNFI Cluster, WASH Cluster, and relevant technical working groups.
- Ensure SWI interventions are coordinated and aligned with cluster standards.
- Provide technical inputs to sector coordination platforms.
- Support donor engagement through technical briefings.
- Contribute to technical advocacy.
- Raise technical and compliance issues.
- Coordinate with Communications and Advocacy teams on success stories.
- Support innovation and piloting of climate-adaptive approaches.
- Perform other duties as agreed.
Experience Requirements
- Minimum 5 years of professional experience in Shelter, WASH, and Infrastructure programming.
- At least 2 years of dedicated experience in climate change adaptation, climate-resilient infrastructure and DRR.
- Demonstrated experience integrating climate adaptation and environmental sustainability into WASH, shelter, or infrastructure projects.
- Strong technical experience in shelter, infrastructure, and WASH program design and implementation.
- Experience engaging with clusters and technical coordination mechanisms.
- Experience working in rapidly changing humanitarian and fragile contexts.
- Strong experience in technical capacity building and remote technical support.
- Proven experience in developing and rolling out SOPs and technical guidelines.
- Strong proposal development and technical report writing skills.
- Experience in program integration and multi-sectoral approaches is highly desirable.
Qualification Requirements
• Minimum bachelor’s degree in civil engineering, Structural Engineering, Water Engineering, or related field.
