Overview
Responsible for the effective management, technical supervision, and implementation of non-technical survey (NTS) and explosive ordnance risk education (EORE) activities in a specific region of operation. The role involves significant team management, quality control, coordination, and interaction with communities.
Tasks Summary
- Ensure that the implementation of NTS processes complies with Standard Operating Procedures (SOP) and guidelines.
- Ensure that the principle of “all reasonable effort” is applied in the survey process.
- Review all evidence to identify Suspected Hazardous Area (SHA), Confirmed Hazardous Area (CHA), and verify conclusions and reports.
- Review and approve recommendations for cancelling areas from the hazardous list at the team level.
- Ensure that all NTS documents and reports comply with technical and quality control requirements.
- In case of staff shortages, conduct face-to-face and online EORE sessions for adults, adolescents and children in accordance with the standard operating procedures of the DRC HDP.
- As a trainer, conduct training of trainers (TOT) on EORE for local stakeholders as needed.
- Plan, monitor, and report on the distribution of EORE information materials.
- Participate in the development of EORE materials, methodologies, and tools.
- Monitor field testing of EPRE materials and report on the results.
- Directly manage NTS/EORE officers and NTS/EORE assistants and their daily work.
- Conduct annual performance reviews and identify training and development needs.
- Recruit and onboard new employees.
- Collaborate in NTS/EORE monitoring (internal and external) both in Ukraine and at the Headquarters to ensure quality assurance/quality control (QA/QC).
- Serve as the main contact person with EORE/NTS for other HDP activities (demining, victim assistance) and other DRC sectors to ensure an integrated approach.
- Establish and maintain relationships with local/regional authorities and relevant stakeholders.
- Manage strategic communication with communities to ensure awareness of demining plans and activities.
- Liaise with local and national authorities to coordinate the handover of released areas.
- Maintain up-to-date data on EORE/NTS activities based on team contributions.
- Review all EORE/NTS documentation prior to submission to quality assurance.
- Provide data for government, donor, and other reports upon request.
- Oversee regular updates to EORE online and offline archives.
Experience Requirements
Minimum 3 years of experience working in a humanitarian organization, including at least 1 year in team management.
Qualification Requirements
- Higher education Degree.
- Technical certification in EORE and NTS.
