Overview

The HR Specialist is responsible for independently delivering HR services and providing advisory support to clients across various HR functional areas, applying professional judgment in interpreting and implementing HR policies and procedures in complex operating environments.

Tasks Summary
  • Serve as the single point of contact for client portfolios on all aspects of the employment life cycle.
  • Provide accurate and timely advice on HR processes and policies.
  • Proactively advise clients on the resolution of human resources issues.
  • Promote organizational goals for gender equity and cultural diversity.
  • Liaise with HQ Divisions, regional and country offices to support corporate HR strategy.
  • Provide feedback and recommendations on HR systems, policies, and processes.
  • Research, benchmark, and implement best practices in HR management.
  • Provide support in areas such as recruitment, job classification, career development, performance management, data analytics, and learning & development.
  • Analyze and synthesize issues and problems to address and recommend solutions.
  • Design and deliver learning plans for staff.
  • Contribute to mapping competencies for staff and developing a talent pipeline framework.
  • Recommend efficient and cost-effective learning products.
  • Participate as a resource person in capacity building initiatives.
  • Provide orientation briefings to new staff.
  • Provide day-to-day performance and talent management guidance to line management.
  • Interpret and analyze HR data to inform strategic decision making.
  • Develop data collection systems to optimize data quality.
  • Coordinate with country offices and partners in HR information management.
Experience Requirements
  • Five years of increasingly responsible professional experience in human resource management in an international organization and/or large corporation is required.
  • Strong skills in results-based HR planning, monitoring and reporting, including the use of HR data and analytics.
  • Sound knowledge of UNICEF HR policies, rules and procedures, with the ability to apply them effectively in emergency and hardship duty station contexts.
  • Proven experience in workforce planning, recruitment and staffing, including emergency surge support, staff deployment, contract administration, and staff movements.
  • Demonstrated capacity to provide HR advisory services to managers and staff, including staff relations, performance management, learning coordination, and duty of care.
  • Ability to support staff wellbeing, resilience, and risk mitigation in high-pressure and insecure environments.
  • Strong coordination and communication skills, including the preparation of clear HR reports, briefs, and management notes.
  • Proficiency in HR information systems and standard office software tools (Word, Excel, PowerPoint, Teams, SharePoint).
  • Ability to work productively, independently and to handle requests or issues as they arise.
Qualification Requirements

An Advanced University Degree in human resource management, business management, international relations, psychology or another related field is required.

Other Details

Languages Required: Fluency in English (verbal & written) is required.

Languages Preferred: Knowledge of another official French, or a local language is an asset.
